Scientific and technological human resources are the core elements of advanced social productive forces and the core resources of social and economic development.Especially in the context of the rapid development of modern science and technology,scientific and technological talents are the intellectual guarantee of national scientific and technological innovation,the key core element that determines whether a country can succeed in international competition,and the source of power to drive regional economic development and enhance national economic strength.To this end,all parts of China have promulgated scientific and technological talent policies,aiming to attract scientific and technological talents to help economic development.Although the science and technology talent policy promulgated by the local government has obtained more scientific and technological talents to a certain extent,but the national introduction of the science and technology talent policy,in the process of competing for scientific and technological personnel,has caused various places to compare each other in the formulation of scientific and technological talent policies,and at the same time,the mutual imitation of local policies has made the policy homogenization serious,resulting in vicious competition for scientific and technological talents in various places,and the utilitarian flow of scientific and technological talents and other problems indirectly make the regional economic development level gap.How to give full play to the effective allocation of scientific and technological human resources by the policy of scientific and technological talents and promote the orderly flow of scientific and technological talents is crucial.Based on this,this thesis takes policy tools as the research perspective.Firstly,the relevant research at home and abroad was systematically sorted out,and with the help of human capital theory,government intervention theory and policy tool theory,China’s 31(provinces,municipalities and autonomous regions)were divided into scientific and technological talent high concentration areas,scientific and technological talent gathering areas,and scientific and technological talent low concentration areas according to the scale of scientific and technological talents,and their scientific and technological talent policies were collected from the official website of provincial governments,a total of 270 relevant policy texts involving scientific and technological talents in 31 provinces(municipalities and autonomous regions)in China.Secondly,a three-dimensional analysis framework of "policy tools-policy strength-policy objectives" is constructed.Taking the content analysis method,statistical analysis method and comparative analysis method as the research method,NVivo12 Pro qualitative research software is used to encode the content of the policy text one by one,and the coding results are statistically sorted out and analyzed by text,so as to find the problems and shortcomings of the current science and technology talent policy in various regions in China.Finally,it is necessary to make suggestions for each region: First,it is necessary to improve the overall effectiveness of policies and strengthen the strategic and systematic construction of policies.Second,it is necessary to comprehensively optimize the internal structure of policy tools and optimize the structure of supply-oriented policy tools;strengthening the use of demand-based policy tools;Promote the use of environment-based policy tools.The third is to improve the matching between policy tools and policy objectives;The fourth is to strengthen the combination of policy tools.In order to provide reference opinions for optimizing China’s regional science and technology talent policies and promoting balanced regional development. |
