Since 2009,the state has made great efforts to develop campus football.Football has been rapidly promoted and popularized in schools of all levels and types,and the development of campus football has ushered in a "spring".Since the Football Reform Plan was proposed in 2015,the national campus football characteristic schools have been established as the backbone force to implement the "mission and task" of campus football and popularize football.By 2021,more than 30,000 schools have been established,with nearly 30 million students participating in football activities.Under the guidance of national policies,Guilin vigorously carries out campus football activities,and by 2021,it has jointly built 57 "National Campus Football characteristic Schools".In 2017,the Ministry of Education reviewed 13,381 schools with football characteristics in order to find out the quality of schools with football characteristics.After the review,8 schools were directly cancelled the title of "National schools with football characteristics" and 29 schools were ordered to rectify within a time.It can be seen that there are many problems in the development process of campus football characteristic schools.In 2020,the Ministry of Education clearly proposed in the document "Action Plan for the Construction of Eight Major Systems of National Youth Campus Football" that it should improve the work assessment and evaluation mechanism of campus football schools with characteristics at all levels and design the "baton" as a whole.At present,there is no evaluation system on the quality of campus football characteristic schools in Guilin City,and its internal development effect is still unknown.Therefore,it is of great significance to construct the development level evaluation system of campus football characteristic schools in Guilin primary schools.Based on the relevant policies promulgated by the state and on the theoretical basis of CIPP model evaluation,developmental education evaluation,comprehensive evaluation,etc.,this paper discusses the establishment of the development level evaluation system of Guilin primary school football characteristic school,and conducts empirical research to test the scientificity,rationality,operability and effectiveness of the system.The research results and conclusions are as follows:1.Under the guidance of relevant national policy background,CIPP model,developmental education evaluation theory,developmental school evaluation theory and comprehensive evaluation theory,a number of experts were consulted,and the development level evaluation system of primary school football characteristic schools in Guilin was established by comprehensive use of literature,Delphi method,interview method and questionnaire method.2.The development level evaluation system of Guilin primary school football characteristic school consists of four first-level indicators,including football development goal,basic condition guarantee,football organization execution and football development effect;13 second-level indicators,including planning goal,behavior goal and human resource guarantee;and 41 third-level indicators,including six-year goal,three-year goal and academic year goal.The weight values of indicators at all levels are determined by AHP.Among them,the weight value of football development goal for the first level indicator is 0.3001,the basic condition guarantee is 0.1733,the football organization implementation is 0.3950,and the football development effect is 0.1317.3.The constructed evaluation system is used to evaluate 13 primary school campus football characteristic schools in the urban area of Guilin city.Through the fuzzy comprehensive evaluation method,the overall score of the primary school football characteristic schools in Guilin City is 0.663016827,which is at "average" level.Among them,the score of basic condition guarantee of the first level index is 0.73356,which is at the "good" level,the score of football development goal is 0.6747,the score of football organization implementation is 0.6399,and the score of football development achievement is 0.6120,which are all at the "average" level.4.The development level evaluation system of characteristic football school in Guilin primary school constructed in this paper is completed through systematic steps,which is scientific,normative and comprehensive to some extent.At the same time,the empirical analysis of Guilin primary school football characteristic school proves that the evaluation system is operable and feasible,and can be used as a tool to implement the evaluation of football characteristic school.
