| In order to implement the Opinions on Further Reducing the Homework Burden and Off-campus Training Burden of Students in Compulsory Education issued by the General Office of the CPC Central Committee and The General Office of the State Council in 2021(referred to as "double Reduction"),the education authorities in Guangzhou Municipality actively responded to the policy call and quickly launched the exploration of after-school sports services in the whole city.While effectively solving the "three-thirty problem" of picking up and picking up children by parents,and satisfying the individualized and diversified sports learning needs of primary school students,it also exposes many negative factors.Therefore,it is of great realistic significance and urgency to analyze the existing problems and put forward targeted development strategies.Through the methods of literature,interview,questionnaire and mathematical statistics,this paper analyzes the after-school physical education service of 33 public primary schools in 11 urban areas of Guangzhou.The following conclusions are drawn:(1)At present,all public primary schools in Guangzhou offer after-school sports services,which is in line with the spirit of the "double reduction" policy.The mainstream management mode is the mixed management mode inside and outside school,but the participation rate of students is low in some areas;The supply of sports resources is relatively short,and there are problems such as insufficient teachers and unbalanced venue supply structure.Poor service system,lack of necessary service fee standard,guarantee system and quality evaluation mechanism;Carrying out sports projects and teaching methods are single,and there is still a big deviation from students’ expectations.(2)According to the current "double reduction" policy and the document spirit of the related after-school sports service policy,propose an optimization plan for the further development of after-school sports service of public primary schools in Guangzhou:(1)Improve the service system,meet the individual needs of students,and enrich the choice of service projects;(2)Expand the channels of off-campus assistance,set up coaches’ posts,and establish organic connections with colleges and universities sports departments,social sports clubs,social sports organizations and other units to strengthen talent flow and resource sharing;(3)Strengthen supervision over the whole process of after-school sports services.Suggestions: Relevant administrative departments such as education,sports and market supervision in Guangzhou should strengthen the supervision over the after-school sports service market of primary and secondary schools within their jurisdiction,establish and improve the qualification examination and training spot check mechanism,ensure the high-quality development of after-school sports services,serve the healthy development of school sports work,and prevent the after-school sports services of primary and secondary schools from falling into the quagmire of exam-oriented physical education. |
