Due to the failure to integrate western social work with local culture, social work agencies and social workers in China have encountered a series of problems and difficulties in providing social work services for children in distress. In the actual operation of social work services for children in distress, there are mainly professional relationship dilemmas caused by "humanistic" culture,self-determination dilemmas caused by "family-oriented" culture, and "bureaucratic-oriented" culture. In practice, there are mainly professional relationship dilemmas caused by "humanistic" culture,self-determination dilemmas caused by "family-oriented" culture, and institutional independence dilemmas caused by "bureaucratic" culture.First,by adapting to the"family-based" culture that is so prevalent in Chinese society, especially in the rural areas, social workers adapt to the current cultural environment by adapting the Western value of "caseworker self-determination.Secondly,they adopt a Chinese cultural strategy of humaneness, which is to bring clients closer together through frequent emotional interactions. Finally,we adapt to China’s "bureaucratic" culture, which requires not only the recognition of clients but also the support and affirmation of government departments in terms of project goals and results orientation. In order to obtain more resources in the government-dominated culture, social work organizations actively seek external resources, reduce administrative dependency, gain government trust, strengthen communication and collaboration, and maintain good relationships to enhance the independence and sustainability of the organization.
