| Children in difficulty refer to those who have difficulties in living,medical treatment and schooling due to family poverty,those who have difficulties in rehabilitation,care,nursing and social integration due to their own disabilities,and those whose personal safety is threatened or violated due to abuse,abandonment,accidental injury and unlawful assault due to lack of family supervision or improper guardianship.They are the weakest,most difficult and voiceless group in society.The state,government and society all have a responsibility to provide them with support,care and assistance to create a healthier environment for them to grow up in.In the social assistance system for children in distress,the government is the leading force in responding to the universal demands of children in distress,and charitable organisations are the necessary complement to provide more economic assistance and specialised services for children in distress.This paper takes the z Foundation in Zhejiang Province as a case study,and through field research,the collection of data from the foundation’s work archives and written materials,and interviews with relevant personnel,it explores the process,effectiveness and shortcomings of social work interventions in charitable organisations for children in distress.There are a large number of children in distress in Zhejiang Province,mainly divided into two categories: those with internal physical difficulties and those with external environmental difficulties,including children with severe disabilities,serious and rare diseases,orphans,de facto unsupported children,children left behind in rural areas,street children and children from low-income and marginal lowincome families,etc.They are vulnerable in terms of survival,development and social adaptation,and are in need of economic assistance,survival shelter,rehabilitation care,academic guidance,employment guidance,parental guidance and social support.Z Foundation’s assistance to children basically covers all of these categories,with a focus on children who are de facto unaccompanied,seriously ill or suffering from rare diseases,and children from under-insured and marginalised families.Around 2014,the Ministry of Civil Affairs and the Ministry of Finance issued a series of policies,including the Opinions on Accelerating the Development of Social Work in the Field of Social Assistance,which prompted the accelerated integration of charitable assistance and social work.z The Foundation also entered a phase of fulltime development,with social work concepts and methods gradually intervening through the recruitment of social work professionals and the purchase of social work services by the Foundation.In the field of child support,an integrated relief concept and relief model has gradually emerged,with public funding combined with the operation of public welfare projects.The study found that the intervention of social work in the relief of children in distress by foundations has effectively compensated for the shortcomings of charitable organisations in social services,promoted the ability of charitable organisations to identify and provide social assistance and professional services,and met the multilevel and diversified needs of children in distress.However,due to the low degree of professionalisation of social work and the shortage of social work professionals in institutions,social work intervention in the relief of children in distress by charitable organisations still suffers from insufficient professional service capacity,inadequate collaboration and resource integration,waste and misuse of relief resources,and other problems,and social work intervention in the relief of children in distress by charitable organisations needs further improvement. |
