The Practice And Logic Of Community Connections In County Emergency Response Volunteer Services

The increasing involvement of voluntary organisations in all types of social events in today’s social context has led governments to recognise that the use of social forces can be more effective in achieving their objectives.Collaboration between government,the public and voluntary organisations is increasingly common in emergency response to emergencies.At the same time,emergency response volunteer organisations play an important supporting role in rescue operations.In recent years,volunteer organisations have emerged in China.Correspondingly,the establishment of emergency rescue volunteer service organisations has been a positive trend nationwide,reflecting their importance as an important part of the volunteering ecosystem.There are nearly twenty emergency rescue volunteer service organisations in County Y.Through a study of community linkage practices and logic,the author hopes to explore in depth the current situation and shortcomings of emergency rescue volunteer service organisations in terms of community linkage approaches,and to help emergency rescue volunteerism develop better.The research questions in this paper include:(1)What is the current situation of community linkage practice in emergency rescue volunteer services in the county?(2)What are the reasons for the current state of community linkages in county emergency volunteer services in terms of development causes,operational mechanisms and interaction logic?(3)What are the optimal paths to effectively promote the community linkage of emergency rescue volunteer services in the county? How can the current services be optimised and facilitated to form a better community linkage model?This study adopts a qualitative research method and selects the community linkage system of emergency rescue volunteer services in County Y as a case study,taking emergency rescue volunteer service organisations,emergency rescue related government departments and group organisations and public groups in County Y as the research subjects.The study also explored how to improve emergency volunteer services in order to achieve a better state of community connectedness.The results of the study show that in the practice of community linkage of emergency rescue volunteer services in the county,social subjects,mainly county civil organisations and community members,and government subjects,supplemented by county party and government departments and group organisations,are the main subjects of community linkage of emergency rescue volunteer services in the county,all three have different demands,and a harmonious supply and demand relationship between the three helps to form a better community linkage system of emergency rescue volunteer services in the county.A harmonious relationship of supply and demand between the three contributes to the formation of a better community linkage system for county emergency rescue volunteer services.The community linkage of emergency rescue volunteering in the county has a certain development basis and logic,starting with the socialisation of emergency rescue volunteering awareness,recognition of the need for civil emergency rescue forces in the county,improvement in the government’s friendly guidance and institutional protection,and growth in the establishment of a good emergency rescue volunteering brand.The path to optimising the community linkages of county emergency volunteer services lies in the establishment of a multi-party collaborative governance "environment-structure-process" framework and the construction of a county emergency volunteer service organisation management system.
