Research On The Practice Process Of Time Bank Voluntary Service Mode Under The Background Of "Linkage Of Five Social Organizations"

Social governance innovation is gradually being given high priority,and the state has put forward new innovative requirements for grassroots society,requiring multiple actors to participate in grassroots governance,forming a grassroots governance pattern of co-construction,co-management and sharing.In 2021,the State Council of the Central Committee of the Communist Party of China(CPC)proposed in its Opinions on Strengthening the Modernisation of the Grassroots Governance System and Governance Capacity that it should "improve the participation of social forces in grassroots governance".The "Five Social Linkages" model has become an integral part of community governance.It requires social workers to play a professional role,linking resources to promote the project-based and organised operation of community volunteering,guiding community residents to participate extensively in community governance and creating a community community with multi-body participation,thereby comprehensively.This will promote community volunteering.In the context of the "five communities" community governance innovation,the volunteer service model is also being explored and innovated,and the "time bank" volunteer service model has played a very important role in promoting the development of community volunteerism in the process of localisation.The Q community in Wuhan has also explored the local practice of the "Time Bank" volunteering model.This paper takes the Q community in Wuhan as the research object,and explores the practice process of the "time bank" volunteering model,using participatory observation and interviews to understand the specific situation of volunteering in the Q community and analyse the current situation and needs of volunteering in the Q community.Combined with the specific practice process of the "Time Bank" volunteering model,the study analyses how the "Five Communities" multi-entities participate in the development of the "Time Bank" model.The study found that all the "five communities" are involved and play a certain role in the development of the "time bank" service platform: at the stage of setting up the "time bank" service platform,the community provides the carrier of the platform,social workers provide professional support,and social organisations and social resources participate in the construction of the platform;at the stage of In the operation stage of the "time bank",community resources for public welfare are linked and integrated,voluntary organisations are nurtured and developed,volunteers participate in voluntary activities and are motivated;in the development stage of the "time bank",the community carries out institutionalised volunteer points In the development stage of the "Time Bank",the community has institutionalised the management of volunteer points,community volunteer groups have promoted the development of the "Time Bank" characteristics,and finally,a multi-body regular contact mechanism has been established through volunteer feedback.The "Time Bank" service platform has been initially set up,the participation of multiple subjects in the practice of the "Time Bank" volunteering model has been promoted,the access to community charity resources has been expanded,the types of resources have been enriched,and the forms and contents of community volunteering services have become more diverse.Through the interviews with multiple subjects in the specific practice of "time banking" in Q community,this study found that the following dilemmas existed in the practice of "time banking" volunteering model : due to the contradiction between the logic of community administration and the logic of social work,and the contradiction between the community and the other subjects in the "Time Bank" model.The administrative burden on communities and social workers is too heavy,while the quantity and quality of professionals are insufficient,which makes management and operation difficult and professional talents insufficient;the lack of standardised management of volunteer points and the low professional level of volunteer services result in insufficient exchange conditions and low trust among subjects;the long-term incentive mechanism is imperfect,the linkage of resources and the supply of services are not compatible with each other.The long-term incentive mechanism is not perfect,resource linkage needs to be strengthened and the mismatch between the supply and demand of services has resulted in limited exchange resources,and the sustainable development mechanism of the "time bank" volunteering model is insufficient.In response to these problems,corresponding suggestions are put forward: adhere to the leadership of party building to build a service platform;strengthen the training of governance talents to ensure operation and management;establish a perfect incentive and management mechanism to achieve full trust between the "five communities";enrich the resource channels to ensure the matching of supply and demand,and achieve the the sustainable development of the "time bank" volunteer service model.
