Research On Organizational Cooperation Of Social Work Service Agencies

The novel coronavirus pneumonia epidemic prevention and control has entered the normalization stage.In general,the final victory of the overall fight against the epidemic is very difficult.It is the result of multi-agent cooperation under the strong leadership of the party and government.Since the establishment of China,there has not been such a large and very severe public health emergency,which has had a great impact on people’s life.Social work has made due contributions as an auxiliary in dealing with this event,but the unavoidable problem is that it is not only difficult for social work service institutions to participate in government emergency leading institutions in a substantive and professional capacity,Moreover,it is difficult to highlight the professional characteristics of the peripheral support services provided.Based on this fact,the academic community began to focus on the cooperation mechanism between social work service institutions and other subjects in epidemic prevention and control,which has important practical significance.Social work has made its due contribution as a facilitator in dealing with this event.However,the inevitable problem is that social work service organizations are not only difficult to participate in the government’s emergency leading organization in a substantive and professional capacity,but also difficult to highlight the professional characteristics of the peripheral support services.Based on this fact,the academic community began to focus on the cooperation mechanism between social work service institutions and other subjects in epidemic prevention and control,which is of great practical significance.Following this basic focus,this study mainly explores the background,subjects,modes,characteristics and advantages of cooperation between social work service organizations in COVID-19 prevention and control in communities.Qualitative method was adopted to conduct a case study of H social work service organization,and data were collected through literature and interview methods.The analysis framework was built from the theoretical perspective of cooperation theory.In the writing process,the author firstly combs the relevant literature on social work participation in epidemic prevention and control during the epidemic period to learn the basic participation orientation and focus,so as to verify each other in the follow-up analysis of specific cooperation modes and practical actions mentioned in the interview materials.Then,according to the time sequence,the epidemic prevention and control actions of H institution and its community are summarized in order to link the dynamic development of cooperation with the changes of the epidemic situation.Then,based on the background of inter-organization cooperation,the detailed process analysis and summative analysis of the two cooperation modes are carried out respectively,and questions and reflections are put forward.Finally,the conclusion is drawn by comparing and analyzing the two cooperation modes.According to the interview data,the main cooperation objects of H Institution are street communities and volunteer service teams.According to the characteristics of the main body of cooperation and the characteristics of the cooperation process,the author classified the cooperation mode into dependent cooperation and independent cooperation,which are led by the government and the organization itself.The study found that the dependent cooperation can ultimately achieve a win-win situation of community epidemic prevention and control tasks and the development of the organization,while the independent cooperation can finally achieve a win-win situation of the organization’s professional capacity vision and the growth of the volunteer team,which meets the requirements for the final results of cooperation under the cooperation theory.Although both modes of cooperation have their limitations,it was a rational choice for social work service organizations to participate in epidemic prevention and control in the context at that time.
