An Empirical Study On The Integration Of Community Organization Federation Into Urban Community Building

In recent years,with the deepening of community governance and the vigorous development of social organizations in China,the street Community Social Organization Federation has gradually emerged in some areas.As a kind of grass-roots hub-type social organization,the sub-district Community Social Organization Federation has more advantages,can integrate more community strength,help community building,for deepening and improving community governance,and explore new models of social organization development,it has important theoretical significance and practical value.This paper adopts the case study method,adopting the asset-based community development theory and the two-way embedding theory as the analytical framework,taking the Nanjing Y Street Community Association of Social Organizations(Y Street Association for Short)as the research object,in view of the practice of community building,this paper analyzes the concrete process of community building embedded in the grass-roots pivotal social organizations such as the council,sums up the experience,and reflects on the shortcomings,so as to make this model more sustainable and healthy development and improvement.Through participating in and combing the community building project process of Y Sub-district Council,this paper finds that y sub-district council basically follows the asset-based community development model,but the concrete results are not satisfactory.The community building of y street originates from the creation of fine community,which is in essence to complete the task of government work and has the character of government-oriented achievement project.Based on this,the Council put forward the community development theme of “Party building + culture”in the early stage of the activity,emphasizing political and cultural assets while ignoring other assets of the community,the theme created by the community deviates from the actual needs of the general public of the community and fails to precisely tap into and meet the actual needs of the residents of the community;in the medium term,in order to improve community relations,community public communication platforms have been provided,and residents’ conferences have been held,most of the members of the council are in-service or retired members of the party in the community,which leads to too much formalization and no substantial content,however,most of the self-organization disbanded after the end of the project,and the effect of community building was superficial.There was no long-term sustainable development mechanism.It is found that in the whole process of community building projects,the council and the administrative system are in a two-way embedded state,the council embedded professional skills and relationships into the administrative system,however,the government manages the council in the form of administrative control and financial support.This mode of interaction makes it inevitable that the council will have an administrative tendency to help the government manage the community rather than assist the residents to build the community,this makes it difficult for the council in practice to reach the community front line,truly stand together with the residents to meet the actual urgent needs of the residents.In view of these difficulties,the council needs to clarify the boundary between the council and the government,to think deeply and precisely about the practical role of social work,and the government should gradually loosen its control over the council and reduce the tendency of over-administration,to enable the council to play a more professional role as a union of social organizations,better integrate the resources of various social organizations and participate in community building,so as to achieve the goal of win-win cooperation between the government,the council and the community at the grass-roots level.
