Research On Social Work Institutions Participation And Community Building

Driven by national new-type urbanization strategy, new-type urban communities are emerging like a raging fire. These communities show diversified, strange and young characteristics. But community problems, such as indifferent interpersonal relationships, neighborhood relationship in particular, have become increasingly prominent Under new circumstances,community governance faces a great challenge. That how to persuade citizens into participating in community's public life has become an urgent problem to be solved in current community governance. Achievements of Japan and Taiwan in community planning are introduced. The Kangbashi New District of Ordos City is dominated by migrants, and it aims to build a national tourist city. Learning concepts and methods of community planning helps to create new channels of governance. Community planning does not mean building a community simply. Instead, it refers to residents planning, an emphasis of excavating individual potentials, encouraging residents autonomy, and realizing a joint development of community culture and community economy etc. In the early stage of community planning, government and professional social organizations are the main driving forces.With Kangbashi New District as an example, this paper conducts field research, analyzes the achievements of social work organizations in community planning, elaborates that developing social work organizations plays a positive role in community panning,points out the problems there and puts forwards countermeasures and suggestions. This paper consists of introduction, main body with three chapters, conclusions, references and appendices etc.The introduction includes the background and significance of the selected topic,the domestic and foreign research overview, research methods and the definitions of related concepts.Chapter 1 expounds the modes adopted by social work organizations in participating in community planning in Kangbashi New District, Ordos City,which is the hub-like organization and the service-oriented organization. On this basis, it specifies the roles social work organizations play in community planning from the following aspects: protect vulnerable groups to enjoy the rights and welfare policy; provide diversified services for the residents;alleviate contradictions and solve social problems and; enhance residents'sense of social responsibility by means of community empowerment.Chapter 2 elaborates problems of the social work organizations in participating in community planning mainly from two aspects: the ability of the organizations and specific procedures. Currently, the major problems facing these organizations include inadequate comprehensive ability and service ability of social work professionals, lack of training systems. Besides,the constraints for these organizations to involve in community planning include the government purchase service fund utilization rules, the organizations integrating and using effective resources, self-evaluation system,propaganda, and residents' participation.Chapter 3 elaborates the author's viewpoint on social work organization participating in community planning, mainly from two aspects, which are improving their comprehensive ability and carrying out community planning work stage by stage. In accordance with the author, the comprehensive ability of social work organizations can be enhanced from the following four aspects:improve the ability of their management ability; enhance the professional ability of social workers; establish a plattform for sharing public resources;and strengthen the professional evaluation mechanism. Meanwhile, when joining in community planning, social work organizations should do their work stage by stage, focus on different issues in different stages, mobilize residents to participate and form a sense of community attachment.The conclusion mainly specifies the innovations of the paper. Firstly,based on the actual situation of Kangbashi District, this paper focuses on the positive role of social work organizations in community planning; secondly,the author puts forward that, participating in community planning should be carried out continuously and stage by stage, and avoid the fragmented participation of government purchase service, and gradually stimulate the vitality of the community in a progressive way; thirdly,to integrate public resources, better play the role of social work professionals, the author proposes to establish a sharing platform for public resources, let social workers do their best to link resources, and offer accurate assistance via the platform.
