The rapid development of economic globalization has led to increasingly fierce competition among countries,and the key to economic competition lies in the competition for technological innovation.In the "Proposal of the Central Committee of the Communist Party of China on Formulating the 14 th Five Year Plan for National Economic and Social Development and the 2035 Long Range Goals" passed at the Fifth Plenary Session of the 19 th Central Committee of the Communist Party of China,it was pointed out that we must adhere to the core position of scientific and technological innovation in China’s modernization construction,and take scientific and technological self-reliance and self-improvement as the strategic support for national development.Scientific and technological innovation is the first essence of implementing the principle of "science and technology are the primary productive forces",and is a key part of implementing scientific and technological self-reliance and self-improvement.Only by transforming technological innovation into productivity can we efficiently improve the production of China’s industrial system,and promote a high-quality cycle of technological innovation and production factor improvement and efficiency.The report of the 20 th National Congress of the Communist Party of China pointed out that "implementing the strategy of revitalizing the country through science and education,strengthening talent support for modernization construction".At the beginning,it emphasized that education,technology,and talent are the fundamental and strategic support for comprehensively building a socialist modernized country.Faced with the dual effects of spatial interaction and diffusion,the development trend of inter provincial universities is interrelated.On the other hand,government research funding investment will also be affected by spatial factors.Considering the interactive impact of regional development trends,government research funding investment and university scientific and technological innovation output may have a spatial correlation.Based on this,a spatial econometric model is used to further empirically analyze and test.On the empirical side,provincial panel data is used to construct the spatial Durbin model(SDM).Through LM test,LR test and other methods,the specific form of the model is studied and judged,the applicability of the model is fully defined,and the impact of government research funding on university research innovation output is further explored from the perspective of spatial spillover;And the samples were divided into eastern,central,and western regions for heterogeneity analysis from the perspectives of short-term and long-term effects.The research results show that government research funding investment can effectively affect university research output and has a positive and significant effect.There is a spatial impact between government research funding investment and university scientific and technological innovation output between regions.Government research funding investment has a positive direct effect and a negative spillover effect on university scientific and technological innovation output.The overall effect shows that there is a negative spatial spillover effect on university scientific and technological innovation output.In terms of short-term effect,government research funding investment has spatial heterogeneity on university scientific and technological innovation output.The impact of government R&D funding on university research and innovation output varies between provinces.In addition,there are significant differences in spillover effects,and government R&D funding in developed eastern regions has a short-term indirect "crowding effect" on the output of scientific research and innovation in universities.The impact of government research funding investment utilized in the eastern region on the research and innovation output of local universities is "crowding out" the research output results of other regions.The lack of government research funding to support the output of scientific and technological innovation in universities in the central region has resulted in the scientific and technological innovation achievements of universities in the central region being squeezed out by the eastern region.At the same time,there are certain quantitative restrictions on the acquisition of scientific and technological innovation outputs,leading to opportunities for the eastern region to compete with the scientific and technological innovation outputs in the central region;The weak financial support from the government in the western region,lagging economic development capacity,insufficient innovation and development momentum,poor scientific research and innovation environment,and insufficient supervision and management technology have led to a high loss of scientific research and development achievements,and lack of competitive advantage in scientific research and innovation output.In terms of long-term effect,government research funding investment has spatial heterogeneity on university scientific and technological innovation output.Compared to the central and western regions,the impact of government R&D funding in the eastern region on university research and innovation output is sustainable.Moreover,the indirect "crowding effect" of the scientific research innovation output of universities in developed eastern provinces on underdeveloped central and western provinces.The central and western regions will be driven by the "crowding out effect" and "competition effect",which will lead to the absorption of scientific research and innovation achievements of universities in the central region by the eastern region,limiting the ability to obtain scientific research and innovation output,and increasing the opportunities for the eastern region to crowd out scientific research and innovation output in the central region;In addition,the western region has a high degree of crowding out of its own research and development achievements due to weak government financial support,low research assistance capabilities,insufficient innovation and development momentum,and poor supervision and management technology.Therefore,it is necessary to consider spatial factors,improve the policy guarantee system,regulate competition among local universities,strengthen fiscal decentralization reform,promote effective resource allocation,further leverage the positive external effects of scientific and technological innovation output in universities,and coordinate resource investment balance.
