At present,developed countries all regard the development of scientific and technological innovation as the core strategy for the commanding point of science and technology,and China also takes scientific and technological innovation as the important means to solve the problems of economic and social development.Scientific and technological innovation of universities is not only the source of a country or a region's core competitiveness,but also an important part of the overall scientific and technological innovation system.It is of great significance for optimizing and adjusting the distribution of scientific and technological innovation resources,continuously improving the scientific and technological innovation ability of universities,promoting the development of regional economy and society,and finally improving the comprehensive competitiveness of the country to study and explore the factors and spatial effects that affect the size of scientific and technological innovation ability of universities.Therefore,this paper uses normative analysis and empirical analysis,qualitative and quantitative research methods to carry out the following research:First,the measurement of scientific and technological innovation ability indexes of universities.According to the principles of systematization,scientificity,comparability and operability,the evaluation indexes are selected to calculate and analyze the scientific and technological innovation ability indexes of universities in each province.Among them,the scientific and technological innovation ability of universities in all provinces and cities is taken as the target layer,the input ability,output ability and transformation ability of innovation achievements are taken as the criterion layer,and 16 influencing factors are taken as the three-level indicators.The weighted TOPSIS method is used to calculate and analyze the scientific and technological innovation ability indexes of universities in all provinces and cities.Second,the spatial evolution analysis of scientific and technological innovation ability of universities.First,calculate the index of science and technology innovation ability of universities in various provinces and cities at four different typical years,and use the spatial visualization method of Arc GIS to analyze the spatial distribution characteristics of scientific and technological innovation ability of universities in each province and the East,central and western regions;Secondly,by calculating the global Moran's I value of scientific and technological innovation ability of universities,analyze whether there is a spatial correlation between scientific and technological innovation ability of universities in various regions;Finally,the Moran scatter diagram was used to further reveal the spatial agglomeration differences in scientific and technological innovation ability of universities in various regions.Third,the research on the influencing factors and the spatial effect analysis of scientific and technological innovation ability of universities.This paper takes the comprehensive index calculated from three aspects of input ability,output ability and transformation ability of innovation achievements of scientific and technological innovation ability of universities as the explained variable,selects four factors such as scientific research innovation atmosphere that affect scientific and technological innovation ability of universities as the explanatory variables,uses the spatial panel econometric model to estimate the parameters of the variables,and then selects the spatial Dubin model with fixed effect to analyze the space of each explanatory variables.The spillover effects are decomposed to explore their spatial impact on the scientific and technological innovation ability of universities in various regions.The results show that there is a large gap in the scientific and technological innovation ability of universities in different regions,and the regional spatial distribution is in a decreasing ladder form from the eastern,central to western regions.Among them,the scientific and technological innovation ability of universities in the East is the strongest,followed by the central regions,and the western regions are the weakest,and the internal spatial agglomeration characteristics of the three regions are obvious.The coefficient of influencing factors of scientific and technological innovation ability of universities are all positive,passing the 1% significance test.The influence of scientific research innovation atmosphere and regional economic development level is stronger than that of technology market activity and regional openness,but they show different degree of spatial spillover effect in different regions.The above conclusions can be used as the phased research results to further adjust the distribution of scientific and technological innovation resources,guide the efficient flow of innovation resources and improve scientific and technological innovation ability.
