| With the rapid development of economy and the comprehensive popularization of compulsory education,the quality of rural education has been paid more and more attention.The Outline of National Medium-and Long-Term Education Reform and Development Plan(2010-2020)clearly puts forward the idea of "establishing an urban-rural integrated compulsory education development mechanism",which points out the direction for narrowing the urban-rural education gap and promoting the balanced development of educational resources.On the road of exploring the integration of urban and rural compulsory education,the policy of teacher rotation in compulsory education stage comes into being.Through the reasonable deployment of high-quality teacher resources in the county(district),the reasonable flow of teachers in the compulsory education phase will be realized,so as to stimulate the vitality of teachers and promote the high-quality development of compulsory education in our country.Under the guidance of the teacher rotation policy,a lot of exploration and practice have been carried out in various places.Although some results have been achieved,there are still some problems in the actual implementation process,especially in the rotation of teachers between urban and rural areas,and there are still many areas to be improved.Taking N County of Hubei Province as a sample,this study adopts literature research,questionnaire survey and interview methods to explore the problems existing in the implementation of the rotation of urban and rural teachers during the compulsory education stage in N County and the causes.According to the survey,there are mainly the following problems: first,the unreasonable job rotation arrangement,including the number of teachers on rotation,the form of rotation and the unreasonable division of labor of teachers on rotation;Second,the teacher rotation standard is not clear,including sending schools do not carefully select teachers rotation,teacher professional mismatch;Third,the lack of enthusiasm of teachers,including teachers to participate in job rotation is not high,the existing incentive measures are not in place,the attitude of teachers during job rotation is negative;Fourth,the difficulty of cooperation among rotating teachers;Fifth,the teacher rotation is a formality,including management mechanism,supervision mechanism,evaluation mechanism and other aspects are not done.The further attribution analysis shows that the education administration department has not organically combined the teacher rotation with the integration of urban and rural compulsory education,and lacks a sound urban and rural teacher rotation mechanism.The school’s early policy propaganda work is not in place,unwilling to send the school backbone teachers,do not pay attention to the results of job rotation;Teachers are forced to rotate and have a strong sense of utility.Teachers in big cities cannot adapt to the gap between urban and rural areas.In view of the above problems and reasons,based on the background of urban and rural education integration,put forward the corresponding improvement countermeasures: first,do a good job rotation arrangement of urban and rural teachers;Second,improve the teacher selection mechanism;Third,take measures to improve the enthusiasm of teacher rotation;Fourth,to promote related subjects to form a joint force;Fifth,ensure the effectiveness of urban and rural teacher rotation. |
