Talent is the primary resource,innovation is the primary driving force,and cultivating top-notch talents is a major strategic support for implementing the strategy of revitalizing the country through science and education and strengthening the country through talent development.1978 to date,China has been carrying out the cultivation of top talents for 45 years,and its policies have been innovated in the reform and practice,leaving a lot of valuable experience.During this period of time,the policy of top-notch talent cultivation has been broken and established,and has been optimized in the reform and innovation.Why has its policy been continued and strengthened for more than 40 years? What are the forces driving the policy changes?What are the patterns and paths of policy changes? And what are the implications of the specific patterns of policy change that have evolved over time for China’s development? The purpose of this study is to sort out the historical evolution of the policy of nurturing top talents,gain insight into the change pattern of the policy of nurturing top talents,summarize the impact of its policy change pattern,analyze its main features and its lessons learned,and provide an optimized path for the reform and development of the ongoing policy of nurturing top talents and for the future change of the policy of nurturing top talents.This study uses textual analysis to sort out the development history of China’s top talent cultivation policy over 40 years,and summarizes it into five stages,namely,the initial establishment stage,the exploration and implementation stage,the stagnation stage,the recovery and adjustment stage,and the rapid development stage of the policy.Taking the theory of institutional change as the theoretical basis,the textual analysis of China’s top talent cultivation policy over 40 years,the pattern of change of China’s top talent cultivation policy is: the main body driving the change of China’s top talent cultivation policy is the interest group jointly constituted by the government,universities and experts and scholars;the fundamental driving force is to meet the national strategic needs and devote to improve the national interests;compulsory change is the main way of change,but The path is a gradual change based on path dependence.The positive effects of the above-mentioned policy change model include: the cooperation of multiple stakeholders improves the efficiency of the implementation of the policy of cultivating top talents;the motivation of change to meet the national strategic needs maintains the policy of cultivating top talents;the gradual change approach ensures the stability of the implementation of the policy of cultivating top talents.The negative effects are: the government-led compulsory change leads to the lack of appropriateness and democracy in the formulation of the policy of cultivating top talents;the fundamental motivation of the change of the policy of cultivating top talents is to meet the national strategic needs,which leads to the neglect of individual values;the path dependence makes the deepening reform of the policy of cultivating top talents in China difficult.Based on this,this paper argues that the paths to optimize the change of the policy of cultivating top talents are: to establish a democratic mechanism for reforming decision-making,to give universities autonomy in policy implementation to enhance policy appropriateness,to establish a monitoring mechanism for the effectiveness of the implementation of the policy of cultivating top talents,to unify personal values with social values in policy formulation,and to seize the policy "window period";To rationalize the policy relationship and eliminate the path dependence,and to eliminate the "Matthew effect" to enhance the policy innovation ability.
