Research On The Deepening Reform Of Provincial Single Sports Association In The New Development Stage

The new development stage is a historical leap in which the Chinese Communist Party leads the Chinese people from standing up,becoming prosperous,to becoming powerful.In the new stage of comprehensively building a socialist modern country and marching towards the second centenary goal,new requirements are put forward for the reform of China’s sports system and mechanism in the face of new situations and tasks.In the important discussions on sports in the 20 th National Congress report,General Secretary Xi Jinping mentioned "promoting the comprehensive development of mass sports and competitive sports,and accelerating the construction of a sports powerhouse." Policies such as the "14th Five-Year Plan for Sports Development," "Opinions on Building a Higher Level of Public Fitness Service System," and "Outline of Sports Powerhouse Construction" all emphasize the steady promotion of sports social organization development,which is an important measure to promote the deepening reform of China’s sports system.Single-sport associations,as an important component of sports social organizations,play a crucial role in promoting the development of sports and comprehensively advancing the construction of a modernized sports powerhouse with Chinese characteristics.Provincial single-sport associations,as local sports social organizations within each province,bear the important task of promoting the development of sports within their respective regions.They play a critical role in optimizing the layout of competitive sports development,promoting the construction of a higher level of public fitness service system,facilitating high-quality development of sports industry,and coordinating the comprehensive development of various fields of sports.The challenges faced by provincial single-sport associations in"connecting the past and the future"include:the need to deepen the practical effects of association reforms,insufficient development autonomy of associations,and the urgent need to improve and perfect the legal guarantee system.The challenges faced in"starting the future"mainly include:the urgent need to improve the organizational structure of associations,insufficient demonstration of grassroots sports organizations’development,and the low level of public participation.Through field research on the Sichuan Swimming Association,we understand the association’s development overview and main practices of reform.We also draw on its excellent reform experiences,including:strengthening ideological construction through party building,deepening the integration of sports and education,revitalizing swimming sports,promoting the development of national fitness,constructing a three-tier competition system,integrating advantageous resources,and establishing various cooperation mechanisms,as well as grasping competitive sports work and introducing high-level talents.Based on this,we propose countermeasures such as strengthening party building efforts,expanding the coverage of association party organizations,improving the top-level design of association reform,accelerating the process of concretization,optimizing the internal management mechanism of the association,and improving relevant construction standards,as well as enhancing the leading and demonstrative role of the association and increasing its social service capabilities.Deepening the reform of provincial single-sport associations is both a strategic requirement for adapting to the development of China’s sports industry in the new development stage and an urgent need for promoting the construction of a sports powerhouse and a healthy China.The innovation of this research lies in its focus on the perspective of the new development stage,keeping pace with the times and enriching the research field of provincial single-sport associations.Through literature review,expert interviews,and field investigations,this research conducts an in-depth understanding of the current situation of China’s provincial single-sport associations in promoting high-quality sports development in the new development stage,analyzes their challenges in "connecting the past and the future," learns from domestic and international advanced experiences,and uses the Sichuan Swimming Association as a case study to systematically analyze and explore innovative paths for deepening the reform of provincial single-sport associations,which has strong theoretical and practical significance.
