At present,the competitive advantage of global manufacturing industry has changed from relying on cost to relying on talent technology,and labor quality has become an important driving force to promote the development of manufacturing industry.This paper attempts to explore the relationship between labor quality structure and manufacturing upgrading by combining theoretical research,current situation analysis and empirical research,and reasonably put forward policy suggestions to promote manufacturing upgrading from the national,industrial and enterprise levels according to the results.By combing and analyzing the relevant literature on labor quality structure and manufacturing upgrading,this paper summarizes that labor quality structure mainly affects technological progress,market competition and labor cost,so as to improve labor productivity,information level,resource conservation and environmental protection,so as to realize manufacturing upgrading.By comparing and analyzing the quality level of China’s labor force,and selecting 18 indicators from the five aspects of quality benefit,innovation ability,profitability,sustainable development and information level to measure the upgrading degree of manufacturing industry,this paper describes and analyzes the current situation of China’s manufacturing industry upgrading,and finds that the upgrading situation of manufacturing industry in areas with a high proportion of high-quality labor force is better.This paper selects the data of provincial labor force quality and manufacturing comprehensive index system from2009 to 2019,constructs ordinary panel regression model,spatial error model,spatial autocorrelation model and spatial Dobbin model,designs geographical distance matrix,economic spatial matrix and economic geographical distance matrix,and draws the following regression analysis conclusions: the increase of the proportion of high-quality labor force has a significant positive role in the upgrading of manufacturing industry as a whole,When the proportion of high-quality labor force is too high,the promotion effect gradually decreases,resulting in the phenomenon of resource mismatch;At the same time,there is a significant spatial positive correlation and economic spatial positive correlation in the upgrading of manufacturing industry.The provinces with better manufacturing development also have better manufacturing development in the provinces with similar distance and economic level.There is regional heterogeneity in the impact of labor quality structure on manufacturing upgrading.Due to the high level of intelligence and informatization of manufacturing industry in the eastern region,the promotion of the proportion of high-quality labor force on manufacturing upgrading is more obvious than that in the central and western regions.From the results of spatial regression analysis using geographical distance matrix and economic geographical distance matrix,it can also be concluded that the knowledge and Technology Spillovers of neighboring provinces with similar economic development level play a more obvious role in promoting the upgrading of manufacturing industry.Based on the theoretical analysis and empirical results,this paper puts forward the following policy suggestions: first,actively promote the development of higher vocational education and promote the upgrading of manufacturing industry;Second,encourage talents to flow into the central and western regions,promote the overall improvement of the quality of local labor force,and promote the upgrading of manufacturing industry;Third,establish a rating mechanism for enterprise staff training to improve the comprehensive level of the enterprise;Fourth,promote the cluster development of advanced manufacturing industry and enhance the international competitiveness of manufacturing industry.
