Currently, the issue of students’ academic burden has become a focus of attention from all sectors of society. In order to alleviate the heavy academic burden on students, the government has introduced a series of burden reduction policy documents. These policies aim to ensure the physical and mental health and comprehensive development of students, and also demonstrate the high importance that the government attaches to education. However, despite the implementation of multiple load reduction policies, students’ academic burden remains heavy. Therefore,we need to conduct in-depth research on the text content and implementation status of burden reduction policies, providing valuable suggestions for policy formulation and implementation,in order to better promote the realization of burden reduction effects. This article constructs a PMC index model to quantify education burden reduction policies, collects 23 documents related to education burden reduction policies, and constructs a text mining and evaluation index system using ROSTCM6.0and Nvivo 11 software.Then,8 samples of education burden reduction policy documents in recent years were selected,a multi input output table was constructed, the PMC index was calculated,a surface graph was drawn, and the problems were listed and elaborated in detail.Based on the analysis results,it can be concluded that the main problems with current education burden reduction policies are the lack of planning for the expected results, the short planning cycle for policy burden reduction work, the unclear subjectivity and objectivity of policies, and the single policy content. The overall quality level and internal consistency level of education burden reduction policies need to be improved. In order to explore the current implementation status of education burden reduction policies, this article designed three questionnaires, targeting H district respectively Middle school students, teachers, and parents conduct online and offline research and implementation.Secondly, descriptive statistical analysis was conducted on the questionnaire to explore the current implementation status of education burden reduction policies. The following issues were listed: 1.The actual implementation of government education burden reduction policies is not in place, and further optimization and improvement are needed, including student enrollment and exam reform, crackdown on illegal training institutions, inadequate supervision of paid tutoring for teachers, and deficiencies in promoting family health parenting concepts.2.The school fails to fully respect students’ privacy and publicly disclose their grades and rankings;Excessive homework assignments can affect students’ sleep; When reducing the burden on students,it increases the burden on teachers and leads to deviation in policy implementation.3.Parents have a mentality of following the trend and comparing, disregarding their children’s personal wishes to sign up for extracurricular tutoring;Insufficient understanding of one’s child’s academic burden and lack of communication and exchange. Finally, from the perspective of the "Ma Sa model" and based on the principle of "grasping controllable factors and weakening uncontrollable factors",this article proposes suggestions for policy formulation and policy implementation, taking into account issues in policy texts and implementation status.
