At this stage,too heavy learning pressure,academic pressure emerge in endlessly,on the one hand,this phenomenon is not conducive to the physical and mental development of primary school students,on the other hand,it also has a great hindrance to the development of education in our country,especially on the road of carrying out quality education and building a modern education system.From the "burden reduction" policy issued before the Cultural Revolution to the "burden reduction" new deal promulgated at the end of 2018,the introduction of this series of policy documents also represents,on a certain level,some unresolved gaps in the formulation,implementation and evaluation of the "burden reduction" policy.By consulting the relevant literature,it is found that the implementation of burden reduction policy is also education.The focus of attention in the theoretical and practical circles.Therefore,based on the theory of value analysis and three circles theory,this paper finds that the study of "burden reduction" policy can promote the in-depth development of quality education,promote the governance transformation of government education,reflect the educational value of "student-oriented" and accord with the vital interests of the public.However,according to the investigation of the implementation of the "burden reduction" policy in Yibin primary schools,it is found that there are some problems in the implementation of the "burden reduction" policy,such as unreasonable interests of the implementing subject,imperfect allocation of policy resources,inconspicuous performance of the policy effect,and lack of initiative in the behavior of the executive object.Last,Focusing on the core issues and reasons,this paper further puts forward some countermeasures and suggestions,such as promoting the support and cooperation of the implementing subjects,establishing a sound institutional mechanism and scientific evaluation,strengthening policy propaganda and supervision and inspection,and attaching importance to the improvement of the comprehensive quality of students.It is hoped that the effective implementation of the "burdenreduction" policy will be promoted in this way,and the correct value orientation of the government,schools and society in the implementation will be further promoted.Play a positive role in guiding.
