Research On The Adaptation Path Of Farmers' Competence And Employment Assistance Workshop Construction In Yunna

As an important carrier of effective connection between poverty alleviation and rural industry revitalization,"Employment poverty alleviation workshop" has gone through the period of "quantity distribution" from local pilot to nationwide promotion,and has played a pivotal role in poverty alleviation and building a moderately prosperous society in Yunnan.Therefore,it is of great value to study the adaptation path between farmers’ competence and the construction of employment assistance workshops in Yunnan Province for effective use of farmers’ human resources,scientific and reasonable construction of employment assistance workshops,and promotion of sustainable development of employment assistance workshops in Yunnan Province.In this paper,the competency model of Iceberg theory is taken as the theoretical basis.According to the actual investigation,22 employment assistance workshops in Nujiang Prefecture of Yunnan Province,which are typical and representative,are selected as the research objects.According to the types of products,they are divided into production employment assistance workshops and planting and breeding employment assistance workshops.The evaluation index system of Yunnan employment support workshop construction was constructed,and the matching path between farmers’ competence and Yunnan employment support workshop construction was explored based on qualitative comparative analysis method(QCA)by applying the human-environment matching theory.The following conclusions are drawn:(1)Production type and planting type employment support workshops are the main types of employment support workshops used in the process of industrial poverty alleviation in Yunnan Province.(2)fsQCA is applied to analyze the case of production-oriented employment support workshop,and it is found that the competency of farmers in terms of working mode and technical level is suitable for the construction of productionoriented employment support workshop.Based on this,four configurations are formed.(3)fsQCA was applied to analyze the case of the planting and breeding type employment support workshop,and it was found that the construction of planting and breeding type employment support workshop did not require the competency of farmers in terms of their education level,working mode and personal morality.Based on this,three configurations were formed.Therefore,this paper puts forward management suggestions from three aspects,namely,the government,the support workshop and the farmers,in order to boost the development of the employment support workshop in Yunnan Province and rationally allocate the human resources of the farmers in the employment support workshop.The government proposed:(1)Strengthening policy guidance and assistance to activate the job market.(2)Strengthen the construction of rural financial system,innovate financial products,and provide financial support for employment workshops.(3)Adhere to the principle of adjusting measures according to the village.(4)Strengthen training to strengthen the competency of farmers.Employment support workshop put forward:(1)Increase publicity efforts to alleviate the problem of no applicants.(2)Carry out cooperation between government and enterprises to select suitable talents.Farmers put forward:(1)Change the traditional concept,take the initiative to cultivate their own competence.(2)Take the initiative to choose a position that matches your competence.
