With the development of big data,artificial intelligence and brain science,artificial intelligence will lead to changes in the demand for skills in the labour market,and this change will certainly affect the mode of training talents and the content of training in basic education in China.The development of digitally competent digital citizens of the future has become a key indicator of international competitiveness and soft power.As future digital citizens,primary students must improve their digital competence in order to adapt to the competitive society of the future.Primary students are at the beginning of their basic education,the foundation stage of their learning knowledge,thinking development and behavioral habits,a critical period for the initiation and development of digital competence.However,research on digital competence education for primary students in China is still in its infancy,and there is a paucity of assessment studies specifically for primary students,and fewer studies have addressed effective measures to improve their digital competence.This study aims to investigate the current situation and problems of primary students’ digital competence,and to provide effective strategies for the cultivation of primary students’ digital competence.Firstly,by collating and sorting out the relevant literature at home and abroad,a framework of digital competence of upper and middle primary students was constructed;secondly,using a questionnaire survey,students from several primary schools in Ying tan were selected as respondents and six teachers from three schools were interviewed to study the current situation of the development level of digital competence of upper and middle primary students,as well as the differences and factors influencing digital competence at the individual(gender,grade level),family(mother’s education,number of extra-curricular books at home,time set by parents for using electronic devices at weekends)and school(length of information classes offered by schools)levels;then,the results of the questionnaire and interviews were combined to identify the problems with the digital competence of students in the upper and middle primary school,and to analyze in depth the reasons for the formation of the problems in terms of society,school and family.Finally,combining the results of the questionnaire survey,the content of the interviews,the problems of the digital competence of the upper and middle primary students and the attribution analysis,this study proposes targeted strategies at each of the three levels: society,school and family.Society level: strengthen the construction of digital education infrastructure and the coordinated planning of digital education resources;promote collaborative education and build a digital competence cultivation ecology.School level: enrich digital competency courses and activities and build a digital campus;focus on IT courses and implement interdisciplinary integrated teaching;enhance awareness of the use of digital teaching materials and increase students’ interest in learning;improve teachers’ digital competency level and cultivate a professional team of teachers.At the family level: guide children correctly and build a healthy digital family environment;parents should improve their own digital competency level and digital knowledge structure.
