| In the context of the modern development of a powerful country with talent and a prosperous country through science and education,the dual pressures of "skill shortage" and "skill imbalance" are restricting the rapid development of China’s social economy,and it is urgent for China’s economic development to take a path of higher quality,higher efficiency,and more sustainable.Accelerating the construction of a national strategic talent force and creating a high-quality,highly skilled,and highly creative talent team is the foundation of development.The cultivation of highly skilled personnel is not only the key to improving national innovation capabilities,but also an important guarantee for achieving economic transformation.In the past few years,with the support of national policies,the training of highly skilled talents has achieved outstanding results.However,from the perspective of the overall economic development demand,there is still a significant gap in the total quantity,quality,structure,and use of highly skilled talents.The fundamental reasons lie in insufficient government behavior,inadequate social atmosphere creation,and insufficient capacity of highly skilled talent training units.Increasing the training of highly skilled talents can,on the one hand,solve the current imbalance in talent supply and demand that restricts economic development;On the other hand,it also creates a solid talent foundation for comprehensively promoting the construction of a skilled society.The research content of this study includes the following five parts.In the first part,the background,purpose and significance of the study are first presented,followed by an overview of national and international research on the highly skilled workforce.Finally,based on previous research experience,the main content of this study is proposed,and the technical route of this study is introduced.The second part mainly summarizes the relevant concepts,training characteristics,theoretical basis,and the necessity of strengthening highly skilled talents.The third part uses the means of data research to collect relevant data on the cultivation of highly skilled talents,and uses statistical software to collate the collected data to systematically understand the current situation of the cultivation of highly skilled talents in China.Based on the previous part,the fourth part identifies the current problems in the cultivation of highly skilled talents in China,and analyzes the causes from three perspectives: government behavior,social atmosphere,and the cultivation of unit capabilities.In the fifth part of this study,strategies for cultivating highly skilled talents in China are proposed from the four dimensions of government,universities,enterprises,and society,with a view to providing some inspiration for building a skilled society and cultivating high-quality skilled talents in China. |
