Advanced skilled talents are one major part of talents in China. They are those employees with exquisite professional technique who can play the key role to tackle the operation problems. Most of them are those technical employees occupied in areas of manufacturing and service who have obtained the professional certificates of senior engineer and senior technician. Advanced skilled talents reflect the core-competitiveness and comprehensive strength of enterprises, and also promote the technical innovations and turn the technique achievement into the production. The advanced skilled talent of adequate quantity is the main factor to evaluate the investment environment.As one of the earliest coastal cities opening up to the world and the major manufacturing base of Zhejiang province, to promote the economic and technological advancement and to optimize and upgrade the industry structure, Wenzhou makes high requirements for the quantity, quality and structure of the advanced skilled talents. Now the technical talents in Wenzhou encounters the difficulties of quantity deficiency, quality inferiority, and the unbalanced area and industry distribution, etc, which has become the bottleneck restricting the city development. For the sustained growth of economy and promotion of market competition power, the technical talents with adequate quantity and high quality play the important role to the city development. With the way of bibliographic search, investigation and research, comparative study, and needs forecasting, this thesis makes an analysis of the present cultivating situation of advanced skilled talents in Wenzhou, and then summarizes the existing problems which can be mainly concluded as the following five aspects, the shortage of capital input of government for talent cultivation, the lack of training system, the immaturity of evaluation system, the deficiency of guarantee and excitation mechanism, the lack of the conception of labor equality, and the misunderstanding from the society.To solve these problems for talent cultivation, this thesis sums up and concludes the basic practice abroad and draws their successful experience for reference. It makes suggestions for countermeasures for talent training, selection, employment, encouragement, evaluation and ensurance which may lead to their scientific and normative growth and provide reference for policy decision of the government and talent exploitation of enterprises and colleges. The main innovation of this research counts for its thorough analysis for the status and cause of advanced skilled talents in Wenzhou. Using the successful experience abroad for reference, this thesis puts forward relative suggestions and countermeasures for the scientific and steady development of talent cultivation in Wenzhou.
