The report of the 20 th National Congress of the Communist Party of China proposed to speed up the balanced development of high-quality compulsory education resources and the integration of urban and rural areas,optimize the allocation of regional education resources,and promote education equity.Allocation of compulsory education resources plays an important role in the process of promoting educational equity,but the problem of imbalance of compulsory education resources allocation in these public schools still exists in our country,which seriously hinders the realization of the goal.In order to promote the balanced allocation of compulsory education resources in public primary and secondary schools,realize the balanced development of compulsory education and accelerate the process of equity in education,governments at all levels should take measures to balance the allocation of compulsory education resources in public primary and secondary schools.It can be seen that the balanced allocation of compulsory education resources is not only an urgent problem to be solved by governments at all levels,but also an significant frontier research and practice problem in the field of public administration.Therefore,from the perspective of the theory of government functions and the theory of public goods,this research analyzes the current situation of compulsory education resource allocation of public primary and secondary schools in S District,D City by using the methods of literature research,case analysis and investigation,as well as the data from the statistical material of S District Education Bureau in D City and the information released by the official website of the Education Bureau,questionnaires and interview results.According to the situation,the research explores the measures taken for the allocation of compulsory education resources in public primary and secondary schools and the problems behind them,and then reveals the reasons for the unbalanced allocation of compulsory education resources.It finds that there are some problems in the allocation of compulsory education resources of public primary and secondary schools in District S of D City,such as unreasonable distribution of educational material resources,obvious gap in education fund investment,uneven distribution of teacher resources,and the quality of school students is still different.The main reasons leading to them are restrictions on government investment in education,imperfect compulsory education policy,deviation of government policy implementation,low efficiency of supervision mechanism of regulatory departments.Finally,on the basis of learning from domestic and foreign experience of balanced allocation of compulsory education resources,countermeasures and suggestions are put forward.They are to optimize the funding guarantee mechanism,improve compulsory education policies,strengthen the implementation of government policies and improve the efficiency of education supervision,which are expected to improve the balanced allocation of compulsory education resources in public primary and secondary schools and promote education equity.
