In recent years, the vocabulary "Give priority to education" has been frequently used in all kinds of newspapers and periodicals and conferences of representatives. The party and the government have already deeply realized that the development of education is of great significance to the construction of socialist modernization. Compulsory education is the foundation of national education, is the cornerstone of the whole education system and it directly determines the quality and level of higher education. The balanced development of compulsory education is the strategic choice of our country in order to improve the quality of education, to promote the individual development and to guarantee educational equity. The balanced development of compulsory education requires balanced allocation of software and hardware resources of compulsory education among regions, urban and rural areas and schools. Particular attention should be paid to strengthen the construction of high-quality education resources in rural areas and weak schools, make great efforts to narrow the education gap and achieve the overall balance of the quality of education. The fairness in the field of compulsory education is an important embodiment of educational equity. Achieving the balanced allocation of compulsory education resources especially the high-quality resources is the inevitable requirement of the equity of compulsory education.This study is divided into seven parts. Part One is the introduction. It mainly introduces the background, purpose and significance of the study, reviews the international and domestic research then make a brief comment, points out the research ideas and research methods. Part Two is the basic concepts and theoretical basis. It defines the related concepts and connotations about rural high-quality compulsory education resources allocation and balanced development, expounds related theories. Part Three is the current situations of rural high-quality compulsory education resources allocation in Lujiang County. It first describes the overall situation of economic and social development as well as compulsory education, then focuses on the practices and achievements of enlarging rural high-quality compulsory education resources. Part Four is the problems and reasons analysis of rural high-quality compulsory education resources allocation in Lujiang County. With the help of on-the-spot investigation, it analyzes the existing problems from the four dimensions of school conditions, teaching staff, funds input and school management, then discusses the reasons. Part Five is the practices and experiences of promoting balanced allocation of high-quality compulsory education resources in other areas. Chengdu City and Tongling City are selected as the two cases and then useful experiences will be extracted to draw lessons from. Part six is the countermeasures to promote balanced allocation of rural high-quality compulsory education resources in Lujiang County. It mainly puts forward five aspects of countermeasures of improving rural compulsory education management system, optimizing resources allocation, strengthening talent team construction, improving information infrastructure and school management. Part seven is the summary and discussion section of the research. It discusses the value of popularization and application of research results, explains the research’s innovations and shortcomings and at the same time makes necessary introductions about further research work.
