| Public management is the management of public affairs.With the acceleration of China’s social development process,scientific public management is increasingly recognized by the society and has become an important part of regulating the use of public power.Since the 1990 s,Chinese scholars have begun to conduct in-depth research on some issues of public management and have obtained many excellent results.This paper focuses on the implementation of public policies in public management.Through the establishment and improvement of the county compulsory education quality evaluation system as the starting point,it focuses on the promotion,problems,and implementation of the public policy of compulsory education quality evaluation in the county.It uses the methods of literature analysis and comparative research,The problems in the implementation of public policies and possible solutions are preliminarily discussed.From the current research,we can find that there are "dual" values in the evaluation of the quality of compulsory education in China,that is,the "score only theory" aimed at exam scores,and the "quality education" aimed at the all-round improvement of students’ quality.These two values are the products of the social development process in China,and both have produced or ever produced their positive significance.The report of the 20 th Party Congress pointed out that we should accelerate the balanced development of compulsory education,integrate urban and rural areas,and optimize the allocation of regional education resources.The "dual" values are one of the main reasons for a series of problems in the implementation of compulsory education quality evaluation.This paper analyzes and applies the existing theoretical achievements of public management to provide some feasible solutions to similar practical problems.This paper focuses on the analysis of the relevant policies on the quality evaluation of county compulsory education in the past years,and seeks ways to promote the implementation of the quality evaluation of county compulsory education in the light of the successful experiences of developed cities in China.The introduction and the first chapter of this paper are mainly about the existing research results and theoretical basis,the second chapter is about the implementation status of the compulsory education quality evaluation in the county under the current policy framework,the third chapter is about the problems and causes in the implementation of the compulsory education quality,and the fourth chapter discusses the methods to solve the policy problems. |
