Research On The Construction Strategy Of The Base Social Work Station Based On Residents’ Needs

In order to give full play to the professional advantages of social work and innovate the way of participating in social management,the construction of social work stations has been carried out in succession throughout the country.Although Guangdong,Hunan and other places have summarized their own practical experience to provide a template for the comprehensive development of social work station construction,but in the specific implementation process,provinces and cities are still faced with the problem of service supply and service demand mismatch.Aiming at how to build a social work station based on the needs of residents,this paper starts with the analysis of the existing problems of social work stations,takes Xi ’an X Street social work Station as an example to explore how to use social investigation and research methods to understand the service needs of community residents,and give full play to the professionalism and initiative of social workers.On the basis of existing policies,manpower and funds,fully develop and utilize resources to respond to residents’ service needs.This paper uses the literature method to study the current situation and development trend of government purchasing service at home and abroad.In addition,the participatory observation method was adopted to understand the service provision status of X Street social work station in the process of practice.Through good communication with community workers and residents during the internship,the semi-structured interview method was adopted to understand the needs of community residents and social workers’ views on the status quo of social work stations.After sorting out the collected data,this study will apply the hierarchy of needs theory and the symbiosis theory to elaborate the problems existing in the early stage of the establishment of social work stations from the perspective of first-line social workers,analyze the causes of the problems,and give the strategies and suggestions for the demand-oriented work in the early stage of the construction of social work stations.In order to give full play to the professional advantages of social work and innovate the way of existing in the early stage of X Street social work station from the perspective of front-line social workers in the social work station,analyzes the causes of the problems,and gives the strategies and suggestions for the demand-oriented work of X Street social work Station.Based on the survey results of X Street social work Station in the process of base construction,combined with the author’s observation during the internship in X Street social work Station,the author took the elderly group,teenagers and low-income families as the interviewees to understand the service needs.The service needs of the aged group were divided into spiritual and cultural needs,health care needs,emotional support needs,home safety needs and daily care needs.The service needs of teenagers are divided into interest cultivation needs,safety education needs,academic guidance needs,peer communication needs and parent-child interaction needs.The service needs of low-income families are divided into skill training needs,children’s education needs and health care needs,so as to investigate the degree of residents’ needs for various categories.In addition,the paper describes the services carried out by social work stations for three groups of people,looking for the dislocation between services and demands,including the superficial service content,the localized service object and the administrative service work.Then,according to the interview content,the reasons for the dislocation phenomenon are analyzed from the perspectives of the institutional environment where politics is strong and society is weak and the supply of resources needs to be improved.On this basis,combined with the analysis of the current situation of social work station in X Subdistrict,the author gives three levels of strategic suggestions for X Subdistrict social work station to enhance the motivation and remove the resistance in the follow-up service process,and to provide social work service based on the needs of residents.The first level is to balance the interest relationship among various subjects in X Subdistrict social work station by improving the top-level design of the government.The second aspect is to improve the operation mechanism of social work station,strengthen the construction of professional talent team,broaden the channels of talent promotion and fund raising.The third level is the micro level.Residents are encouraged to feedback their service needs and participate in community governance,so as to lay a foundation for X Street social work Station to provide services based on residents’ needs.
