Research On Social Work Participation In The Construction Of Social Governance Community In Urban Communities

With the adjustment of the national governance system and governance structure,the center of gravity of social governance has been shifted to urban and rural communities,and the traditional community management model of "neighborhood committees" has been gradually replaced by the governance practice of collaborative participation of multiple governance subjects in the community.The 20 th Party Congress clearly proposed to build a community of social governance in which "everyone is responsible,everyone does his or her part,and everyone enjoys it",and for the first time,the community of social governance was included in the national security system.Social work,as one of the professional forces for resolving grassroots conflicts and developing community governance,plays an irreplaceable role in exploring and innovating the construction of social governance community.Based on community development and changes,urban community governance faces multiple challenges such as low organization of community governance,insufficient endogenous power,lack of action ability of governance subjects and limitation of social work linkage space.Therefore,how to effectively link multiple governance subjects in the community with professional social work,activate the synergy of community governance,and build a pattern of community building and governance sharing has become a must-answer issue.This study relies on the urban community social governance community construction project of Chengdu C social work agency,and the researcher enters T community as a social worker,using collaborative governance theory and empowerment theory as a guide to collect research data through unstructured interviews and social work projects.Firstly,a social work professional perspective is applied to respond to community governance dilemmas in the urban community field.Secondly,we explore the ways and means for social work to participate in the construction of social governance communities,and explore the "five-links working method" social governance community construction model based on the "five-links" action framework and practical experience.Social workers take the demand as the guide,targeting the needs of standardized community governance organization,professionalized governance level and branded development results,and introduce the "Five Links Working Method" based on the linkage of four governance subjects and one resource element,based on the construction of "organization building,service running,resource sharing,affairs discussing and cultural development".It aims to build a social governance community of "co-construction,co-rule and sharing" through three steps: building a coalition of community organizations with multiple subjects,improving the linkage mechanism of social governance community,and shaping the sharing pattern of collaborative community governance.Finally,this study discusses the effectiveness of social work participation in the construction of social governance community based on the practical innovation of the "Five Links Working Method",and elaborates on the standardization of social governance community organizations,diversification of social governance community networks,and sharing of social collaborative governance results,in order to initially form a new social governance community led by the government,coordinated by social work,and participated by multiple subjects.In order to form a new social governance community construction method with the government as the leader,social work as the coordinator,and the participation of multiple subjects,so as to enrich the concept and practice path of social governance community and realize the localized value of social work.In conclusion,under the trend of Chinese modernization,the participation of professional social work in the construction of social governance community in urban communities can help bring into play the professional advantages of social work,unite the power of multiple governance subjects in the community,effectively integrate community governance resources,and form a social governance community action guideline of "everyone is responsible,everyone is responsible,and everyone enjoys",so as to meet community needs,solve community problems,add bricks to the development and innovation of community social governance community,and promote the community governance model of "joint participation and collaborative governance" on the ground.
