Research On The Model Of Social Work Participating In The Governance Of Grassroots Communities

At present,China is in a period of rapid development of social transformation.The economic system changes,the social structure changes,and social benefits appeals are increasingly diversified.The traditional social management system has gradually disappeared with the disintegration of the unit system,and the concept of the state from social management innovation to social governance innovation is also continuously developing.Innovative social governance is a systematic project,the basis of which is to innovate grass-roots community governance.Therefore,deepening the reform of community governance system and promoting multi-governance mode have become the top priority of community governance issues in China.The method of "government purchasing services" enables government departments to follow the basic principles of the market and purchase social public services from social public service organizations through direct allocation of funds or public bidding,thus better performing social functions and most effectively meeting social public needs.It is not difficult for us to see that the mode of Third-party participating in community governance through cooperation with the government and community residents committees conforms to the background requirements of multi-dimensional cooperation in social governance in the new era and is conducive to the improvement of China's social governance mechanism.This study hopes to transform the empirical summary demonstration into regular overall guidance from good experience,and explore a set of model summary of social work participation in community governance,which is of great significance for social organizations to participate in community governance.Therefore,this study will focus on the content,methods and effects of social work participation in community governance,combining "polycentric governance" and "civil society theory",hoping to find the possibility of multi-subject participation in social governance through theoretical guidance,and at the same time hope to further analyze the relationship between the state and the society in the model discussion,turn the thinking to the analysis of the third field existing between the state and the society,and explore the institutionalization trend of the third field accordingly,instead of falling into the simplistic opposition between the state and the society.Therefore,centering on the case of the participation of the S social work organization in the A community,through discussing the model of "social work participates in community governance at the grassroots level",the following issues are attempted to be clarified in the model discussion: First,What are the practical experiences of social work in community governance,including content,methods and effects? Second,what kind of problems exist in social work participation in community governance and what are the reasons for the problems? Third,what kind of model can be summarized in this practice,and what kind of policy practice recommendations can we propose to further promote social work to participate in grassroots community governance?After the case analysis of the participation of S social work organization in community A governance practice,we find that from the perspective of the main body of the governance model and its entry,we can summarize it into a "project based" model,and from the perspective of the governance results of the governance model,we can summarize it into a "four-fit-four-form" model of "activity matching,activity providing specialization","resource integrating,participation in subject diversity","work combining,grass-roots governance precision" and "main body coupling,party building leads the linkage".According to this,we can conclude the model of S social work organization participating in the grass-roots governance of A community as the " fourfit-four-form " model under the "project based".Of course,there are also many problems in this process,such as: unsmooth cooperation among various subjects,insufficient participation of external social organizations,insufficient autonomous ability of community residents,and the serious problem of insufficient subjectivity of social job specialization.Therefore,we cannot ignore that while social work has achieved initial results in community governance,it will need to continue efforts and deepening in the construction of professional autonomy,the enhancement of community residents' awareness of participation,and the participation of external social organizations in the future.
