Study On The Influence Of Industrial Structure Change On Urban And Rural Structure Transformation In The Period Of "Third-Line Construction"

"Third-line construction" is a strategic shift of productivity from coastal areas to inland areas in accordance with the change of international situation from 1964 to the late 1970 s.Gansu was the rear area and key area in the period of "Third-line construction".From 1964 to 1980,the state invested a total of 15.553 billion yuan in the construction of industry and infrastructure in Gansu Province,which drove the change of industrial structure in Gansu Province.The formation and development of Gansu’s industrial structure driven by "third-line construction" also affects the adjustment and transformation of urban and rural structure to a certain extent.Then,what kind of changes did the industrial structure of Gansu go through in the period of "Third-line construction" ? What kind of structural transformation has the corresponding urban-rural structure,including population structure,industrial pattern,employment structure and urban-rural relationship undergone? What is the impact of the change of industrial structure on the transformation of urban and rural structure and what is the institutional logic behind it? Constitute this study to explore the specific problem.On the basis of systematic review of existing literature,this study mainly focuses on three aspects to study the impact of industrial structure change on urban and rural structure transformation through the analysis of relevant archives and literature in the third-tier period: First,it analyzes the change of industrial structure in Gansu during the period of "Third-line Construction",that is,starting from the general situation of industrial layout in Gansu,summarizes the structural layout characteristics of industrial structure in Gansu,divides the overall change process of industrial structure in Gansu during the "Third-line construction",and expounds the change characteristics of each stage and how to change the process.It is pointed out that the change of industrial structure is the core of the change of industrial structure in Gansu province,and plays a role of "pulling together the whole body" for other industrial structure in Gansu province.Second,it concretely presents the transformation of urban and rural structure under the influence of industrial structure,and analyzes from four dimensions,namely the change of urban and rural population structure,the change of industrial pattern,the change of urban and rural employment structure and the slow change of dual structure.Third,in the period of "Third-line construction",the total population of both urban and rural areas in Gansu experienced a substantial growth.The growth rate of urban population was higher than that of rural population.The reason was that the change of industrial structure brought rural residents the opportunity to work in cities.The industrial pattern is reflected in the wider coverage of industrial layout and the more perfect industrial types,which deepens the degree of industrialization in urban and rural areas.The number of urban and rural employment has changed in the form of post production and employment relationship,and the employment inequality between urban and rural areas has been highlighted.The characteristics of urban-rural dual structure are still prominent.The barriers of urban-rural dual structure have not been broken,and the opposition of urban-rural dual structure is still solidified.Finally,from the perspective of sociological new institutionalism,the paper explores the institutional logic of the influence of industrial structure change on the urban and rural structural transformation during the period of "three-line construction".First,in the period of "three-line construction",the overall layout,relocation and structural adjustment of Gansu’s industrial industry all reflect the national mandatory logic in the process of industrial structure change.Second,industrial enterprises have absorbed a large number of rural labor force in the process of "three-line construction",as well as the gradual improvement of Gansu’s urbanization level and the collision and integration of urban and rural life styles,the community reflects the social adaptability logic of urban and rural structure in the transformation.Thirdly,the dual household registration system’s obstruction to urban and rural structure,the dual public goods supply system’s obstruction to urban and rural integration,and the dual property rights system’s obstruction to the flow of production factors reflect the policy logic of urban and rural structure in the transformation.
