Human Capital,Institutional Quality And Digital Upgrade Of Industrial Structure

As the economy has entered into the phase of digital development,our country is in the transformation of the mode of development,optimizing the economic structure,transform growth important period,new technologies,new industries and new forms,new patterns emerge in endlessly,transformation and upgrading of industry to the intelligent,informatization trend obviously,further demand for high technology knowledge talent,the supply of external system environment are also put forward new requirements.This article first reviews the research literature on industrial structure upgrading,human capital and institutional quality,clarifies the research results of industrial structure upgrading and the frontiers of industrial structure theory under the digital economy,analyzes the relevant theoretical results of the role of human capital in industrial structure upgrading,and sorts out the system and its effects The effectiveness of human capital affects research dynamics.Secondly,taking industrial digitization as the research direction,based on the perspective of industrial ecosystem theory,specifically from optimizing the combination of innovation factors between subjects,improving the flow of factors between subjects,and shortening the mechanism of the innovation cycle,the mechanism of human capital’s impact on industrial structure upgrading is explained.At the same time,considering the regulatory effect of the system in the system,reveal the role of system quality and system heterogeneity in the process of human capital influencing the upgrading of industrial structure.Third,the sample is based on the panel data of 30 provinces(except Hong Kong,Macao,Taiwan and Tibet)from 2010 to 2016,using the digital upgrade of the industrial structure as the dependent variable,human capital as the independent variable,and institutional quality as the moderating variable,using fixed and random effects methods Empirically test the relationship between human capital and the upgrading of industrial structure,as well as the regulatory role of the system,and use the instrumental variable method and the method of replacing independent variables to test the robustness.The results show that the improvement of the quality of human capital can promote the upgrading of industrial structure,and its degree depends on the quality of the system.Among them,the economic system plays an important role in regulating the quality of the legal system.The regulating effect of the quality of the legal system is lower than that of the economy,and the quality of the political system is not significant.Finally,summarize the research conclusions:(1)In the industrial ecosystem,the human capital provided by universities,scientific research institutions,and innovation support institutions has improved the absorption efficiency of information and knowledge and the application of digital technologies that match market needs.A series of action paths such as optimizing the combination of innovation elements,improving the innovation process,and shortening the innovation cycle stimulate the potential for upgrading the industrial structure of enterprises,and play a positive role in promoting the digital upgrade of the industrial structure.At the same time,the system plays a role in regulating the impact of human capital on the digital upgrade of the industrial structure by optimizing the innovation environment and promoting the flow of resources between subjects.(2)The system plays a role in regulating the impact of human capital on the upgrading of industrial structure by optimizing the innovation environment and promoting the flow of resources between subjects.(3)The overall quality of the system,especially the economic and legal aspects of the system,that is,the development of the non-state economy,the development of the product market,and the development of the factor market,play an important role in the impact of human capital on the digital upgrade of the industrial structure.Based on the perspective of the industrial ecosystem,this paper establishes a human capital-industrial structure upgrade model,and expands the research on human capital,institutional quality and the digital upgrade of the industrial structure,which has theoretical and practical significance.
