Physical education and health curriculum is an important part of the school physical education curriculum system.In April 2022,the Ministry of Education promulgated the Compulsory Education and Physical Education and Health Curriculum Standards(2022edition)(hereinafter referred to as "Physical Education Standard"),which has become a teaching guidance document for physical education and health curriculum in compulsory education in China.This study from the perspective of Smith policy,Smith policy implementation process model theory as the main basis,from the idealized policy,implementing agency,target group and execution environment four dimensions,the implementation of Zhangzhou junior high school physical education standard is analyzed,and find out the main factors affecting the implementation of the physical education standard,to provide reference for further promote the implementation of the new curriculum.Based on the Smith model,taking the implementation of "Physical education Standard" as the research object,through the literature method,the questionnaire survey method,the interview method,the field investigation method and the mathematical statistics method.research conclusion:(1)The new curriculum standard itself,Zhangzhou Junior middle school in the implementation of the "physical education standard",the implementation of the policy program is more scientific,the policy content is more reasonable,feasible,but Zhangzhou City in combination with the local actual situation to implement the corresponding policy system is not perfect.(2)In terms of executive agencies,educational administrative departments and schools do not pay enough attention to the Physical Education Standard,and the implementation of curriculum standards requires the completion of the coordination and cooperation of the organization and multiple departments,which is easy to cause empty transmission of texts,and the lack of special supervision mechanism and training mechanism.(3)In terms of target groups,according to the survey results,79.31% of physical education teachers can not fully understand the basic concept and target requirements of "Physical Education Standard",and the design of teaching content,teaching organization,teaching methods and teaching evaluation,and their attitude towards the implementation of course standards is not firm enough.(4)In terms of the implementation environment,the school’s investment in sports publicity is insufficient,the lack of a strong campus sports culture atmosphere,the sports teachers are relatively weak,the learning and training of teachers need to be strengthened,and the site facilities cannot be fully satisfied.Based on the current problems existing in the implementation of physical Education Standard in Zhangzhou Junior Middle School,this research puts forward the following suggestions from the curriculum standard itself,the implementation organization,the target group and the environment:(1)For the physical education and health curriculum standard itself,it is necessary to improve the physical education and health curriculum standard policy system,establish and improve supporting policies,and ensure the normal implementation.(2)For the executive subject,improve the execution of the executive subject in Zhangzhou City,strengthen the coordination and cooperation between different departments,improve the policy implementation mechanism,establish special supervision,normalize the monitoring and joint construction,implement relevant work,and strengthen the guidance of the Education Bureau for junior middle schools.(3)For the target groups,physical education teachers must deepen their cognition of "Physical Education Standard",improve their cognitive level,attach importance to the status of physical education subjects,improve the degree of attention,strengthen the ability of physical education teachers,update the concept of physical education teachers,and improve the teaching quality.(4)For the implementation environment,create a good campus sports culture environment,strengthen the infrastructure construction of school public sports,to meet the school sports activities of the site facilities.
