The "Sports and Health Curriculum Standards" is the theoretical and practical guidance for the physical and health curriculum in primary and secondary schools in China.It has been implemented in the country for seven years since 2012.The county administrative agencies are the basic units for policy implementation,and their implementation effects are related to school sports.The work is carried out.Taking the school as the research level,this paper uses the literature data,system analysis,mathematical statistics,field survey and other methods to empirically study the implementation status of the new curriculum standard of Fanxian junior high school,and establishes the evaluation model of the implementation effect of the new curriculum standard.A systematic analysis of the implementation effects and constraints of the new curriculum standards of the school led to the following conclusions:1 Theoretical research levelThe theory of policy implementation and the theory of stakeholders constitute the main theoretical basis for the implementation of the "Sports and Health Curriculum Standards".Through the evaluation model of the implementation effect of the new curriculum standard,it is known that the execution effectiveness,execution resources and environment are the main causes of the implementation of the new curriculum standard.The needs and behavior orientation of different stakeholders restrict the effective implementation of the new curriculum standard.2 Empirical research level(1)The implementation of the “Sports and Health Curriculum Standards” in Fan County is generally poor.(2)There is a big difference between urban and rural students in sports participation,motor skills,physical health,mental health and social adaptation level.(3)Fanxian junior high school physical education teachers can basically meet the academic requirements for the implementation of the new curriculum standards,but can not be combined with the school's actual targeted selection of teaching content and methods,and the policy implementation ability is poor.(4)students' psychological problems are not taken seriously,and the township left-behind students Mental health problems are more prominent,and the goal of mental health and social adaptation in the new curriculum is poor.(5)Execution of resources and environment is the main reason for the poor implementation of the new curriculum standards in Fanxian Junior High School and the low efficiency of implementationFactors that restrict the implementation of the new curriculum standards in Fanxian Junior High School:(1)The openness of the content of the new curriculum standard leads to the physical education teachers not clearing the choice of physical education content.(2)the implementation of the different interests of the executive body,which leads to the deviation of the implementation of the new curriculum standard.(3)the external supervision form of the school is single,lacking powerful Monitoring and control.(4)The implementation resources and environment of school sports policy are difficult to fully guarantee.(5)PE teachers' policy implementation ability is relatively poor.Suggest the following suggestions and countermeasures:(1)Implementing the system of accountability for the implementation of school sports policy,the school principal as the first responsible person,setting up grading responsible persons,and increasing accountability.(2)improving and perfecting the supervision mechanism and rewards for the implementation of new curriculum standards inside and outside the school.(3)Education management departments and schools need to strengthen physical education teacher training,including professional ability and executive ability.(4)strengthen the school's teaching of student sports theory.(5)set up school sports policy implementation special funds,key support Township schools,speeding up the construction of sports infrastructure in township schools.
