Since the state began to guide and encourage the development of private education,Guizhou provincial government began to give policy support to private basic education.After the promulgation of the Regulations on Running Schools by Social Forces and the Law of the People’s Republic of China on the Promotion of Private Education by Decree of The State Council of the People’s Republic of China(No.226),the Guizhou Provincial government followed the pace of the State and,under the guidance of national laws and regulations,successively promulgated a series of supporting policies to continuously improve the enthusiasm of social forces to invest in running schools in the province.The series of regulations and policies not only point out the direction for the standardized development of private basic education in Guizhou province from a strategic perspective,but also become the key guarantee for the healthy and sustainable development of private basic education in Guizhou Province.However,there are still some deficiencies in Guizhou provincial government’s support policies for private basic education,which bring new challenges to the high-quality development of private basic education and restrict the development of private basic education.At present,it is a common challenge and task for the Guizhou provincial government and private basic education workers to better seize the opportunity,find and solve the problems in the development of private basic education,and make the policy more in line with the actual development of private basic education from formulation to implementation,so as to promote the healthy development of private basic education in Guizhou province.Taking Guizhou Province as a research region,this paper analyzes the positioning and actions of governments at all levels in the formulation and implementation of policies in the development of private basic education in Guizhou Province,and then finds out the achievements and existing problems in the development of private basic education in Guizhou Province,and puts forward targeted countermeasures and suggestions.It is expected to bring some thinking to the policy formulation and implementation optimization of governments at all levels and relevant departments.This paper mainly consists of the following parts:The first part of the introduction.The research background,research significance and research methods of this paper are reviewed.The second part is concept definition and theoretical basis.The main concepts of this paper are defined,and the relevant theoretical support of this paper is found according to the research theme and related literature.The third part is the analysis of the status quo and supporting policies of private basic education in Guizhou Province.This part introduces the status quo of the development of private basic education in Guizhou province in detail,and analyzes the support policies adopted by the Guizhou provincial government,and analyzes the status quo and support policies of private basic education in Guizhou province through the example of Bijie citizens’ basic education.The fourth part is the implementation effect and analysis of the government support policy for private basic education in Guizhou Province.This paper summarizes the problems existing in government support policies for private basic education in Guizhou Province,and analyzes the causes of these problems.The fifth part analyzes the current situation of Guizhou private basic education,summarizes the problems and analyzes the causes,and puts forward suggestions for improving the government support policy of Guizhou private basic education.The sixth part makes the research conclusion and puts forward the research prospect.
