Research On Innovation Of Management System Of Productive Training Base In Higher Vocational Colleges In China

In the new era,along with the high shift of industrial development to the demand level of technical skills talents,vocational higher education must become the main training,and the implementation of high quality technical skills training is the important path to improve the quality of vocational higher education.After more than forty years of construction and development,the training base for technical skills personnel has entered a stage of qualitative improvement from quantitative development,and is speeding up its stride towards the training base of integration of production and education.In 2022,the General Office of the CPC Central Committee and The General Office of the State Council issued Opinions on Deepening the Reform of the Construction of Modern Vocational Education System,emphasizing that "schools and enterprises are encouraged to build open regional practice centers integrating production and education with practical teaching,social training,real production and technical services in the way of ’school-in-factory’ and ’factory-in-school’".The productive training base is developed continuously in this process.It integrates technical skills training and social production services.Through school-enterprise cooperation,the production function of the training base is fully developed,effectively solving the problems of "pure consumption" and "unsustainable" of the traditional training room.At present,the operation mode of productive training base with high efficiency is still in the exploration stage,while the management system is an important basis or means for the productive training base to achieve its development goals.For a long time,the problem of system lack or lag has become increasingly prominent,and it is urgent to innovate.Based on the theories of institutional economics,total quality management and situation learning,this study mainly adopts the text analysis method and interview method,selects six representative productive training bases of higher vocational colleges in three regions of the east,central and west as case samples to investigate and summarize the institutional difficulties of productive training bases management of vocational colleges.Establish a management system for innovation.It is found that there are many problems to be solved in the construction and operation of the management system of the productive training base,which are mainly manifested in the following aspects: first,the supply of management system is insufficient,and the scientific and systematic regulatory institutional framework has not been formed,including the operation management system composed of the construction management system,the operation management system and the evaluation management system;Second,the management system update lag,update cycle is too long and not real-time revision and improvement;Third,the implementation of the management system is not in place,showing a "rigid" form and the lack of effective connection between systems.From the perspective of institutionalism,based on the organic "problem domain" formed by the five problems of innovation idea,subject,content and structure,mode and environment analysis,the management system innovation system of productive training base in higher vocational colleges is constructed.Focus on the construction of a three-level "concentric circle" structure of the management system content system,including the first-level system-articles of association,the second-level system-construction and operation evaluation management system,the three-level system-all operational standards and other specific management systems.The practice shows that organically integrating the elements of innovation management system based on the existing system can be an effective measure to innovate the management system of productive training base in higher vocational colleges.To be specific,first,fully excavate and strengthen the management system foundation of the existing productive training base;Second,the management system elements of productive training base are restructured and institutionalized.It is anticipated that it provides valuable suggestions for the efficient operation and management of productive training bases in higher vocational colleges.
