A Study On The Structural Optimization And Adjustment Of Sichuan’s Higher Education In The Perspective Of The Construction Of Chengdu-Chongqing Economic Circle

Higher education undertakes the important task of cultivating talents for the country.High quality and efficient higher education is the key to enhance the core competitiveness of the country and cultivate talents.It is also an important symbol to highlight the prosperity of the country.With the proposal and implementation of the strategy of Chengdu-Chongqing economic circle and the national strategic adjustment,the provincial government has more and more management rights over higher education,which requires us to re-examine the development of higher education in Chengdu-Chongqing area,and also brings an opportunity for the optimization and adjustment of the structure of higher education in Sichuan Province in the new era.Under the background of ChengduChongqing economic circle,the previous structure of higher education in Sichuan Province has been unable to meet the needs of future social development.Therefore,by studying the existing problems and causes of the structure of higher education in Sichuan province from the perspective of Chengdu-Chongqing economic Circle,this thesis proposes feasible suggestions and strategies for the optimization and adjustment of the structure of higher education in Sichuan Province.The specific contents are as follows:Based on the game theory,non-balanced development theory,main functional area theory,system theory and human capital theory,the author extensively investigated the recent education statistical yearbook,the official website of the National Department of Education,the official website of the Department of Education of Sichuan Province,and the thesis monographs of higher education in Sichuan Province.Based on the analysis of the development history,current situation of industrial structure and the relationship between industrial structure and higher education structure in Sichuan province,this paper compares and analyzes the current situation of higher education structure in Sichuan Province from four aspects: layout structure,subject structure,hierarchy structure and type structure,and analyzes the causes of the current situation of higher education structure in Sichuan Province.Through the analysis of the sub-structures of higher education in Sichuan Province,it is concluded that the main structure of higher education in Sichuan Province is concentrated and excessive,and the development of non-central cities is slow.Unbalance of supply and demand of subject structure,insufficient matching of talents and industries;The center of gravity of hierarchy is low,and the training of high-level talents is weak;The development of type structure is uneven,and the development of diversification is unbalanced.The main reasons for the existence of higher education structure in Sichuan are the reform of management system,the adjustment of administrative divisions and the relocation of institutions of higher learning.This work puts forward the strategies for the optimization and adjustment of the structure of higher education in Sichuan Province,which are as follows: do a good job in the top-level design,establish the structure system of higher education scientifically;Clarify the development idea,non-balanced development of higher education layout structure;Give full play to the function of the main functional area and comprehensively advance the development of the structure of higher education;Coordinate the relations among different levels of higher education and optimize the structure of higher education systematically;Pay attention to human capital investment and develop the type structure of higher education with multiple characteristics.The above measures are proposed in order to provide reference for Sichuan provincial government and education authorities to formulate policies,strengthen management,integrate resources and deepen reform,and also to provide reference and reference for universities in Sichuan province to adapt to the development of Chengdu-Chongqing economic circle,give play to the characteristics and advantages of universities,optimize the positioning and thinking of running schools,and deepen cooperation between universities.
