As a basic education system of the education law,educational supervision is an important means to monitor and guarantee the equity and quality of education.According to Article 4 of the Regulations on Educational Supervision(Order of the State Council No.624),the authorities responsible for educational supervision at or above the county level undertake the implementation of educational supervision in their administrative regions.Therefore,county-level educational supervision authorities are directly responsible for primary and secondary schools in the county and guarantee the accomplishment of the various tasks of school supervision.At present,county-level educational supervision authorities have made some achievements in building and improving the school supervision system,basically establishing a team of professional supervisors and forming regular supervision,which helped better address educational equity and quality of primary and secondary schools in counties.However,the effectiveness of county-level educational supervision of primary and secondary schools still needs to be improved,and there are many loopholes in the operation of school supervision.In order to achieve educational equity and quality in the new era,county-level educational supervision authorities need to optimize school supervision.Consequently,it is imperative to improve the efficiency and effectiveness of county-level educational supervision of primary and secondary schools.Based on the current situation of domestic and foreign research and related theories,this research takes Z County in Fujian Province as a case study,and investigates the current situation and effectiveness of the implementation of educational supervision of primary and secondary schools in this county from four aspects: supervision authorities setup,capacity-building of supervisors,allocation of authorities’ responsibilities and school supervision implementation.This research finds that regular school supervision has been formed to promote educational equity and help school achieve balanced development,etc.It also finds that,however,there are some major issues in the implementation of educational supervision,such as the lack of supervision subject,less democratic supervision process,and low supervision efficiency.Accordingly,based on governance theory,this research analyses from four perspectives: governance concept,governance system,governance mechanism and application of governance’s achievements and concludes the causes of four issues,including the lack of "diversified governance" concept,inadequate governance system,lack of working system in the governance mechanism and inadequate application of governance’s achievements.There are four strategies to effectively improve educational supervision of primary and secondary schools.Firstly,we should build the concept and structure of "diversified governance".Secondly,we should enhance the effectiveness of educational supervision by increasing the independence of education supervision authorities in Z County,reasonably allocating the authorities’ responsibilities,and carrying out capacity-building of supervisors.Thirdly,we should improve the operation mechanism and working system of school supervision.Lastly,we should strengthen the application of supervision’s achievements by constructing a synergistic mechanism of educational supervision and educational administrative enforcement,optimizing the public informing system,and improving the incentive,accountability,and rectification system.
