Implementing the construction of township social work stations is an important measure to improve people’s livelihood services and strengthen grassroots social governance, and the establishment of high-quality rural social work talent team is the prerequisite for its smooth operation. With the advancement of township social work stations, the demand for township social workers has surged, and the quantity and quality of existing personnel can’t match the demand for personnel in the construction and development of township social work stations. The shortage of professionals and the lack of professional personnel services have become prominent problems in the construction of township social work stations. As the basic way and the primary way to improve the quality of personnel, training for social workers in villages and towns can effectively improve the quality of rural social work personnel and improve the lack of professional service of personnel.Although many trainings on the theme of social work station construction have been implemented, the results are very limited. Then, how to effectively carry out the training needs analysis of social workers in villages and towns? What kind of training needs do township social workers have? How can trainers use the training needs analysis results to optimize training strategies? Answering these questions well is of strategic significance to the cultivation of social workers in villages and towns, the construction of social work stations, and even the development of the overall public welfare ecology at the county level. In order to solve the above problems, the research theme of this study is the training needs and training strategies of social workers in villages and towns.Based on Goldstein’s training needs analysis model and ability perspective, and the theory of localization education, this paper adopts qualitative research methods to conduct on-the-spot visits, observations and interviews with the representative township social work stations in Nanping and Sanming,Fujian Province, trying to study the training needs of township social work stations, the existing problems in training and the training strategies suitable for local township social work stations. The findings are as follows: firstly, the training of township social workers is different from the general social workers’ continuing education and training. The training needs should be evaluated not only from the organizational level(the strategic needs of township social workers’ development),the task level(the training content needs of township social workers’ knowledge, ability and values)and the personnel level(the talent needs of township social workers’ development),but also from the training organizational form.Second, there are some problems in the existing training of township social workers’ stations, such as the training objectives can’t be well integrated with the development strategy of township social workers’ stations, the lack of systematic training needs analysis, the single training content and the lack of pertinence, and the lack of scientific evaluation of the training effect.Third,to further improve the continuing education system(training)of social workers,we should carry out the training of local township social workers’ stations according to the ability perspective and the localization education theory. For this reason, this paper puts forward some policy suggestions for the training of social workers in villages and towns, such as reshaping the training concept, following appropriate training principles, carrying out hierarchical and classified training, paying attention to the pertinence and effectiveness of training, expanding and optimizing the training forms, and establishing and perfecting the relevant training system.
