Investigation On The Situation And Problems Of Social Work Organizations’ Intervention In The COVID-19 Epidemic In HuBei Province

The rapid outbreak of COVID-19 at the beginning of 2020 has brought great impact and challenges to the immature social work.Hubei Province,as the region with the most severe outbreak stage,has taken strict measures to close the city.Grassroots community organizations have played an important role in the epidemic prevention and control stage.This is an opportunity for social work,which has experienced nearly 20 years of localized development,to show its "professional" service.However,social work institutions in Hubei Province exposed a series of problems during the outbreak period and the middle and late period of the epidemic.At first in this paper to review and summarize the existing literature,the design of the study on the basis of the indicators,using the questionnaire method and interview method,and research institutions of social work in Hu Bei province in the mid and late stage of the outbreak and epidemic,disease resistance,disease resistance,grassroots community participation in hospital service for the vulnerable groups,disease resistance,the basic situation of ecological building.It is found that social work agencies in Hubei Province have achieved very limited results during the outbreak stage,exposing problems such as "absence","difficulty in access" and "scattered participation".In the middle and later periods of the outbreak in the involvement of the achieved some results,including with the help of a professional idea influence community,alleviate the pressure of grassroots community’s resistance to disease and can meet the individual needs of the public,to build the trust of the community ecology,but at the same time also exposed services professional degree is insufficient,services limited autonomy and influence "volume" problem.This paper further analyzes the reasons behind these problems: at the macro policy mechanism level,the policy text pays less attention to social work,the implementation of government policies lacks relevant implementation mechanism,the policy system lacks the platform and opportunity for social work to enter;At the level of medium industry ecology,the industry theory research is not perfect,the industry practice ecology is not mature,the industry public opinion ecology is unfavorable;At the level of micro social work organizations,the built-in reserve of social work organizations is insufficient and the action strategy under the epidemic situation is problematic.Finally,this paper proposes that social work should participate in policy advocacy and design at the level of macro policy mechanism,the government should ensure the implementation of policies,and provide platforms and channels for social work to participate in policy advocacy and design.In the medium industry ecological level,we should continue to promote the construction of local social work theory ecology,constantly promote the progress of industry practice ecology in practice,and strive to "break the circle" to expand the awareness and influence of social work.At the micro level of social work organizations and social workers,social work organizations should step out of the government-dependent comfort circle,complement their socialized mobilization ability,enrich their reserve system of "combining peacetime and wartime",and improve their decision-making ability and action ability.
