| In recent years,with the increasing transfer of government functions and the continuous expansion of the scale of venture philanthropy,the pace of development in the field of venture philanthropy has also increased rapidly.However,research on the evaluation of venture philanthropy projects has failed to keep pace with the pulse of development of the times,and the evaluation capabilities of existing evaluation institutions have been unable to meet the rapidly growing demand for projects.Therefore,exploring and developing effective evaluation models for venture philanthropy has become a top priority.The third-party evaluation can provide an overall evaluation of the implementation effectiveness of venture philanthropy projects,helping project stakeholders grasp project dynamics,identify and handle project issues,ensure the quality of public welfare services,and safeguard the rights and interests of service objects.At the same time,during the evaluation process,it can promote the capacity-building and improvement of project undertaking organizations,and guide the standardized and sustainable development of social organizations.In practice,third-party evaluation of venture philanthropy has been developed to a certain extent,but there is still relatively little research on third-party evaluation of venture philanthropy in the academic community.Therefore,this study focuses on the current problems in third-party evaluation of venture philanthropy,and attempts to optimize the existing evaluation model using CIPP evaluation theory.As a social service organization,whose core business is social work evaluation,Z social service organization has developed a relatively mature set of basic process specifications for public welfare venture capital evaluation,and the evaluation work runs through the entire process of project implementation.However,based on in-depth interviews and participatory observations,the author found that there are also some problems with third-party evaluation of venture philanthropy,and conducted a systematic analysis of the current situation and problems of evaluation from the aspects of evaluation subjects,evaluation process,and evaluation results.Based on the research results at home and abroad,the author attempts to use the CIPP evaluation model to respond to and improve the existing problems in third-party evaluation of venture philanthropy,analyze the applicability of the CIPP evaluation model in the field of social work,and measure the possibility of introducing this theoretical model into social work project evaluation.Based on a review of evaluation practices and reflections on theoretical models,the author analyzes the space and methods of CIPP evaluation models for optimizing third-party evaluation of venture philanthropy from the four types of CIPP evaluation models.Finally,the author believes that it is feasible to apply the CIPP evaluation model to optimize third-party evaluation of venture philanthropy,but applying this model to the field of social work requires consideration and attention to several issues: reflection on the localization of external evaluation models,the perspective of social work from the perspective of "Person in situation",the coordination and selection of the depth and breadth of evaluation research,and the arrangement and relationship handling of the four types of evaluation. |
