| "Promotion" and "conception" of modernity is an intrinsic move of China’s vocational education modernization,which absorbs the common characteristics of vocational education modernization in various countries and promotes Chinese characteristics based on its own national conditions.Based on Parsons’ social system theory and its AGIL framework model,this study regards "vocational education modernization" as "modernization of vocational education functional system",that is,the modernization of four functional structures of vocational education,including "A adaptive function","G goal achievement function","I integration function" and "L shallow storage function".Referring to Parsons’ social systems theory,the action basis for the modernization of vocational education is derived from two different dimensions: a historical dimension;One is the present dimension.The former emphasizes that vocational education is a "system of action" with behavioral stability,and its modernization process is an evolution process based on the general experience of human society and influenced by "historical inertia" rather than "tearing down and reconstructing";The latter shows that the modernization of vocational education has current norms that echo the current time and space.In the face of the new modernization framework set up by the "new development concept" and "new development pattern" for China’s macro society under the "new development stage",the vocational education system should be consistent with it in terms of "value orientation" to maintain the stability of the social system.On the basis of this analytical framework,the study makes a comprehensive analysis of Chinese vocational education policy by means of NVIVO.12.By combing the advanced experience of vocational education modernization in other countries,the "evolution and common phase" of vocational education modernization in Chinese and Western societies is summarized as the modernity characteristic that it needs to "enhance" in the "historical dimension".Then,by grasping the modernization concept of China’s macro society in the current sense,that is,the "new development concept" under the "new development stage",it is believed that the current modernization of vocational education in China should uphold the following orientation in order to maintain the "same frequency of value" with the modernization of macro society:serve scientific and technological innovation and take root in the local economy and society;Face the uncertain society and establish the concept of open schooling;Highlight the positioning of type education and promote the concept of lifelong inclusion;Comprehensive and coordinated development of people,carry forward the concept of green and low-carbon.Finally,combined with the evolution of the required "enhancement" and the new value orientation of the current era,the "way forward" of China’s vocational education modernization in the new development stage lies in: in the A adaptation function,it must serve scientific and technological innovation,realize the dual path empowerment of scientific research and talents,must serve the regional society,and embed the region to achieve coordinated development;In terms of the function of achieving G goal,it is necessary to adapt to uncertainty,build a diversified and flexible governance pattern,face the trend of openness,and coordinate experience reference and standard output;In terms of integration functions,we must strengthen typed development,build a vocational education system that goes beyond "school",serve social sharing,and empower the sustainable development of people in all dimensions;In terms of L function,we must promote socialism,implement the fundamental task of cultivating virtue and cultivating people,implement the green concept,and cultivate green technical skills. |
