Practical Research On Social Organizations Participating In Children’s Public Welfare Education From The Perspective Of Multi-center Governance

Abstract/Summary:
In recent years,the country has attached great importance to the development of public welfare charity.The concept of national participation in public welfare has gradually been widely recognized by the society in China.As a new force in national public welfare,children’s public welfare education can make up for the development shortcomings of public welfare education.In this context,the domestic public welfare education services for primary and secondary school students are in the ascendant.At the same time,community social organizations,as the main body that plays an important role in community governance and as an informal force of public welfare education,play an important role in participating in public welfare education activities at the community level.At present,the development of public welfare education between regions is uneven.Due to the lack of market-oriented operation in rural areas,the development of the "trinity" public welfare education linkage mechanism,including families,schools and communities,is lagging behind.In this context,social organizations have organically intervened in the development of rural public welfare education,forming a joint cooperation situation of four subjects in rural areas.However,in the process of actual intervention,it is difficult for social organizations to get rid of their strong dependence on the grass-roots government,lose the initiative to carry out some activities,and have a weak ability to cooperate and develop between multiple subjects,resulting in a lack of professionalism in public welfare education activities.This article is based on the author’s summer internship experience,and takes public welfare education activities such as social organizations in X village to cooperate with multiple subjects to provide environmental education as the research object.In the internship,the author uses the research methods of participatory observation and semi-structured interviews,and adopts the three stages of system supply,credible commitment and supervision problem solving proposed by the multi-center governance theory as the analysis framework to analyze the process of Z social organizations participating in providing X village environmental education,and explore how social organizations can give full play to professional excellence.Integrate resources and link multiple subjects to participate in the provision of environmental education services.Through the analysis of the process of social organizations participating in providing environmental education,it is found that social organizations play a role in supplying a new system,promoting joint cooperation,and dispatching community resources by providing a new cooperation system,building a multi-subject trust relationship,and assisting in the establishment of a multi-supervision mechanism.However,at the same time,there are the disadvantages of poor independent governance and limited mobilization,cooperation and development capabilities;imperfect linkage mechanism and lack of benign interaction;lack of talent guarantee and incentives,which affects the effect of voluntary participation;and the disadvantage of a single way of weak supervision.In view of the above shortcomings,the author proposes to improve the ability of cooperation and mobilization by improving the internal and external system construction;establishing a coordination and linkage mechanism to build an equal linkage model;establishing a volunteer service management system to enhance the vitality of voluntary participation;strengthening the awareness of supervision and improving the supervision mechanism between multiple subjects to improve social organization linkage.The ability of schools,families and communities to provide environmental education services will ultimately enrich the experience and path of social organizations to participate in children’s public welfare education.
