| Since the 18th National Congress of the Communist Party of China,China has implemented the strategy of innovation-driven development in depth,and achieved fruitful results in building an innovative country,and made a major breakthrough in scientific and technological innovation capability.According to the report of the 19th National Congress of the Communist Party of China,China’s scientific and technological development has made important original achievements in many fields internationally,but there are still technical bottlenecks in many key fields.It is necessary to strengthen basic research,concentrate on tackling key technologies,solve the "neck-sticking" problem in research and development of core technologies,and enhance technological innovation capability.China’s internal economic environment is complex,and there has always been the problem of uncoordinated economic development.Regional technological innovation capability plays an important role in promoting the development of inter-regional technological innovation and coordinated economic development,so it is very important to enhance regional technological innovation capability.Endogenous economic growth theory puts forward that human capital is the power source of technological innovation,which has a significant impact on technological innovation through the absorption,imitation and innovation of knowledge and technology.In particular,human capital with higher education level has a stronger ability to transform knowledge and technology into innovative products,but the proportion of human capital with high-level education in China is still low,and there is still a lot of room for adjustment and optimization of human capital structure.Therefore,through this research,it can provide policy support for promoting the upgrading of human capital structure,enhancing the regional technological innovation capability,and coordinating development and common progress among regions,which has certain practical significance.Based on the provincial panel data of 31 provinces and cities in China from 2008 to 2019,this paper discusses the impact of the upgrading of human capital structure on China’s regional technological innovation capability.The exploratory spatial data analysis method(ESDA)is used to discuss the spatial correlation between regional technological innovation capability and "technological innovation-human capital".It is found that there is a significant spatial correlation between regional technological innovation capability and "technological innovation-human capital" in China.Then the spatial panel data model is used to study the effects of regional technological innovation capital investment,human capital allocation and regional technological innovation environment on regional technological innovation ability.The empirical results show that technological innovation capital investment can obviously promote regional technological innovation;The upgrading of human capital structure has obvious positive contribution to the improvement of regional technological innovation ability;R&D personnel input has a significant inhibitory effect on regional technological innovation capability.Other factors,such as the level of economic development and the level of opening to the outside world,play a significant role in promoting the regional technological innovation capability,and the level of economic development has a greater positive contribution to the regional technological innovation capability.Finally,through the previous literature review,theoretical analysis,current situation analysis and empirical results,based on the perspective of advanced human capital structure and related influencing factors,this paper gives relevant feasible suggestions for improving regional technological innovation capability,and contributes to the coordinated development of China’s technological innovation. |
