Since the establishment of the preschool education aid system in our country,with the continuous increase in the number of assisted children and funding,the work of preschool education aid has made great achievements,meeting the needs of children from financially disadvantaged families to enter kindergartens,and advancing preschool education towards equity and efficiency.In the process of continuously promoting preschool education aid,the government has increasingly emphasized its importance,and gradually improved relevant systems and increased the effectiveness of aid.However,due to the late start of preschool education aid,there is still a certain gap between the effect of implementation and actual goals.Based on the perspective of public management,this paper selects Chongqing as the research object,combines the theoretical foundations of new public service theory,social equity theory and public product theory,collects and sorts out relevant policy documents,public data,and conducts field interviews and research.This paper studies the development of preschool education in Chongqing,and analyzes the current situation of preschool education aid in Chongqing from the aspects of system construction,management mechanism,funding investment and regulatory evaluation,and summarizes the effects of preschool education aid since its implementation.Through research,this paper explores the predicament of Chongqing in the development of preschool education aid: in terms of policy system,there are problems of single aid form and large regional differences;in terms of management mechanism,there are problems of insufficient information management level and human resource management;in terms of funding investment,there are problems of unstable aid replacement rate and single funding source;in terms of regulatory evaluation,there are problems that the evaluation subject is single and the evaluation basis is not clear.Through the above analysis,combined with the actual situation of Chongqing and the real demands expressed by the respondents for preschool education aid,this paper proposes countermeasures for optimizing preschool education aid in Chongqing: First,improve the preschool education aid system and norms;the second is to improve preschool education aid management level;the third is to increase preschool education funding;the fourth is to improve the preschool education aid supervision and evaluation accountability mechanism.
