The global population is entering an aging stage.China has gradually entered an aging society since the end of the 20 th century.Driven by the comprehensive factors such as fertility rate and migration rate,the population aging continues to deepen.China’s rural elderly population is large.Affected by the accelerated urbanization process and the uneven economic development between urban and rural areas,many young and middle-aged people in rural areas flow into cities,the number of rural empty-nest elderly people has increased sharply,the aging process of rural population has accelerated significantly,the difference between urban and rural aging level has become increasingly significant,and the aging problem of rural population is prominent.The function of the traditional home-based pension model has been weakened,and it has been unable to meet the pension needs of a large number of aging groups.It is urgent to transform to social pension.As a "new old-age care" model,the mutual-aid old-age care model makes full use of the traditional multi-form mutual-aid network in rural areas,effectively integrates all kinds of human resources in rural areas,gradually attracts the attention of the government departments and has been focused on promotion,becoming one of the important measures to solve the problem of rural old-age care.With the topic of mutual assistance in rural areas under the aging population in Wanzhou District,the paper actively deals with the problem of population aging,and explores feasible countermeasures for local pension according to local conditions in order to solve the problem of rural pension.At present,the development of mutual support for the aged in Wanzhou District is at the primary stage and faces many development difficulties.The paper selects the Mutual Welfare Institute of Wanzhou District as the research object,and on the basis of field research,uses empirical research,empirical research,comparative analysis,qualitative and quantitative analysis and other research methods to deeply explore the development status of the rural mutual pension model,analyze the current development difficulties of rural mutual pension,and put forward countermeasures to solve the problems in view of its development shortcomings.Firstly,the paper combs the relevant theories and research literature at home and abroad,clarifies the theoretical support of Maslow’s hierarchy of needs theory,social support theory and social exchange theory,and defines the relevant core concepts such as population aging and mutual support.On the basis of in-depth analysis of the current situation of population aging and mutual pension in Wanzhou District,the paper discusses the development dilemma of mutual pension under the background of current rural population aging in Wanzhou District.The study found that there are some problems in the mutual pension under the aging of the rural population in Wanzhou District,such as insufficient support of laws and regulations,low recognition of mutual pension,single funding channel,insufficient effective service supply of pension,single content of mutual assistance,and inability to meet diversified needs.Based on the domestic and foreign theories and the latest research results,the paper aims to promote the sound development of the rural mutual pension model in Wanzhou District,and puts forward countermeasures and suggestions from the perspective of the government,society,family and individuals.The paper comprehensively considers the role of government support,funds,services and other aspects in rural mutual pension,and puts forward countermeasures such as broadening financing channels,cultivating professional mutual pension service teams,changing traditional concepts such as "raising children and preventing the elderly",and strengthening support and guidance for mutual pension.
