Community governance occupies a fundamental and key position in the national governance system.The report of the 19 th CPC National Congress points out that the social governance system should be improved,the focus of social governance should be moved down to the grassroots,the role of social organizations should be emphasized,and the positive interaction between government governance,social adjustment and residents’ autonomy should be realized.This provides huge opportunities,clear paths and precise targets for the development of social work in communities.It promotes the formation of the multi-subject pattern of the "linkage of the Five Social organizations" and is also the basic path to consolidate the ruling foundation of the Party.Since the development of social work in our country,based on the social and political context of national conditions in our country,the development path of "embeddedness,synergism and integration" is found the balance between professional social work and administrative social work under constant reflection of local practice,and walkway of integration is an important breakthrough point in the development of social work in our country.It is the development mode that adapts our socialist modernization requirements.This study takes F community in Beijing as the research object,investigates the existing governance situation and mechanism of F community through interviews and field observation,discusses how to innovate the mechanism of social work participation in community governance,and promotes the benign operation of the cooperative relationship among multiple subjects,including community,social workers,community social organizations,community residents and volunteers,and community public welfare and charity resources.Combined with the practical experience of the integrated development of social work in China,this paper explores the challenges faced in the process of multi-subject participation in community governance and the optimization mechanism,and puts forward the possible methods of the integrated participation of social work in community governance.It is found that F community is a special type of commercial and residential community managed by community party organization rather than neighborhood committee.It has huge advantages in party building,community platform advantages and problems completely different from ordinary communities.It has achieved important results in party building guidance.However,in the process of multi-subject integrated participation in community governance,there are still challenges in government promotion,community security,social work development,community social organization cultivation and residents’ participation,etc.Therefore,the author explores the five main subjects of social work,namely,government,community,itself,social organization and residents.The integrated mechanism development of community governance should be promoted by improving the list of government responsibilities,the evaluation and supervision mechanism,the mechanism of community comprehensive service ability,the demonstration and incentive mechanism of social work talents,the development mechanism of social organizations,and the clear mechanism of residents’ participation.Practice has proved that social work,as an important promoter and force of innovation in grassroots governance,can strengthen the synergistic effect of multiple subjects,clarify the relationship between the functions and powers of multiple subjects,and explore the optimization path of integration mechanism,which is helpful to improve the effectiveness of community governance and provide possible reference for community governance practice.
