Research On The Causes And Disposal Countermeasures Of Idle Land In Longyan City

Under the new normal,the process of urbanization is accelerating.The task of social and economic development is arduous,the pressure of elements security and resources demand is increasing,and the demand for land still remains high.Therefore,revitalizing local inefficient idle land is the key factor to remove the rigid land supply and demand constraints of Longyan city,and then to break the bottleneck of its economic development,finally to help it’s comprehensive and scientific development.This article took Longyan city as an example,based on a lot of literature,policies and regulations,with a comprehensive understanding of the current domestic and foreign research processes,which enriches the theoretical basis of the study.At the same time,combined with field research and work experience,this article firstly analyzed Longyan city’s profile from the aspects of location,social economy,land use,etc.And by taking the data of idle land generated in Longyan City from 2012 to 2016 as the study sample,through the quantitative and qualitative research methods,this article conducted an comprehensive analysis on the idle land in Longyan city:status quo-from the perspective of its spatial distribution and type;multi-dimensional evolution characteristics-from the development of economic,judicial and social dimensions in recent years;it analyzed some typical cases by investigating the causes and hazards from multiple perspectives.In the meanwhile,it pointed out the difficulties in defining,enforcing standards and affirming responsibility.Through the comprehensive analysis,four principles of disposal are determined:the principle of disposal according to laws and regulations,the principle of classification and optimization,the principle of prioritizing reuse and the principle of defining the subject of responsibility.Hereby,This article clarified the way of idle land management in Longyan City in the future:to establish and improve the comprehensive examination mechanism and blacklist system for enterprises in Longyan city,to strengthen the daily management of government,to reduce the source of idle land;to improve the idle land disposal policies and regulations,to detail the standards of defining idle land,to establish the multi-sectoral joint law enforcement model and public participation mechanism for investigating and handling idle land,to increase idle land illegal credit and other costs;to plan scientifically,to optimize the industrial layout,to improve forward-looking,and then to fundamentally put an end to idle land.
