Research On The Practical Difficulties And Development Paths Of Rural Mutual Assistance For The Elderl

According to the seventh national census,China’s population over 60 years old has reached18.7% of the total population and has entered an aging society.The elderly in rural areas are facing dilemmas,including the poorer function of the traditional model of elderly care and the hard environment of it.Under this situation,the rural mutual support pension model is getting more and more attention from all walks of life.At present,there are many discussions on the connotation,development mode and existence value of the mutual aid pension model in the academic field,but not many studies have been conducted on its practice.This thesis is based on the practice of mutual care in village H of County W,which aims to comprehensively examine the effectiveness,practical difficulties,and the need for policy support of rural mutual care.At present,after consulting a variety of sources and field work,we found that the rural areas in China have made a breakthrough in the mutual support model,but the following dilemmas remained.First,the concept of mutual assistance for the aged lacks positive publicity and policy support,and has low social acceptance.Second,low support of professional strength for the rural mutual support,poor applicability of infrastructure and the lack of professional talents.Third,the boundary of mutual aid pension model is unclear.The reasons are as follow: the ideology for the traditional old-age care in rural areas is still the same,which lacks of cohesion.The funding for mutual aid is small,and its sustainability is poor.And in terms of operation,the mass autonomy is obvious,and there is a lack of professional support.On the regulatory side,policy is "short-sighted" and implemented without the necessary oversight.Mutual support for the aged is a social system project,which requires the participation of all walks of life.Firstly,the government should actively promote the development of the concept of mutual elderly care,strive to improve the pertinence of policies,give play to the role of village-level and grassroots governance,and guide the joint participation of social volunteer forces and family forces.Secondly,the two committees of the village,social organizations,the pensioners and so on should all take part in governance.Thirdly,tilting pension investment towards rural areas.Foster the "blood generating" function of the mutual aid pension model through the development of the village collective economy.Innovate the registration management policy for the elderly service institutions.Establish and enrich the mutual support for the elderly conflict dispute resolution mechanism.Fourth,the innovative implementation of two-way feedback between providers and recipients of mutual care services.And establish a value deficit recovery system for recipients,and implement the refinement and optimisation of the regulatory system for mistrust in the management of funds.In this way,the full value of mutual care can be promoted and the sustainable development of the mutual care model can be advanced.
