Under the new normal state,mass entrepreneurship and mass innovation have become one of the twin engines of China’s economic growth,and innovation and entrepreneurship are all the rage in China.Business incubator is an important carrier of innovation and entrepreneurship,and the development of innovation and entrepreneurship is inseparable from the development and assistance of the business incubator.T Commercial Operation Company,as a traditional business building leasing enterprise,has an attribute of business incubator.Although there are many business incubators in the market at present,most of them have problems such as weak professional service ability and lack of collaborative innovation mechanism,which restrict their further development.Based on a systematic review of the theories regarding strategic management and related literature on business incubators,this Paper analyzes a series of problems in the existing single business leasing model of and development constraints of T Company.Through literature study,case study,comparative study,interview research and other study methods,as well as PEST analysis,five forces model analysis,strategic group analysis,internal and external evaluation matrix,value chain analysis and SWOT matrix analysis and other tools based on the actual situation of the Company,combined with the current good external opportunity that China attaches great importance to the development of incubators and the market is in urgent need of incubators with strong service capabilities,as well as the advantages of the Company’s outstanding ability in investment attraction and high-quality internal resources in buildings,this Paper puts forward the concept of the growth strategy,combines traditional building leasing with incubator operation,and positions the Company as a "model-leading incubator operation service provider" under the platform-based business model to provide professional services in accordance with the model of "planned development+resource introduction+operation by investment attraction",defines the Company’s mission,vision and values under the incubator business model on this basis,and formulates strategic goals.This paper defines the strategic measures to realize the growth of T company from five aspects:attracting high-quality enterprises,creating value-added income,improving the stickiness of enterprises,improving the platform strength of the company and expanding the influence of the company.Among them,it puts forward the measures of integrating service institutions,building brands and resource sharing platforms to solve the problem of insufficient professional service capacity of traditional business incubators.For the implementation of the development strategy,safeguard measures are formulated from the aspects of corporate culture,organizational structure,system construction,human resources and financial management,so as to systematically solve the problems of the construction and implementation of the development strategy of T company.Through study,this Paper advances two main innovation points,the first one is to put forward the incubator development strategy of T Company,under which a platform-based business model is built,traditional building leasing is deeply combined with incubators,and service chain is extended,providing a useful reference for building leasing companies to solve the problems such as single income model,low customer stickiness,and weak customer resource mining capability;the second is to build a new model for the joint development of small and medium-sized service institutions,integrating a series of small but sophisticated innovation and entrepreneurship service agencies for centralized management,unified brand building,and customer sharing,thus solving the difficulties for small and medium-sized innovation and entrepreneurship service agencies in finding venues,recruiting staff,and weak brand influence,and building a new model under which small and medium-sized agencies develop jointly and achieve mutual benefits and win-win results.
