China is a major exporter of aquatic products,according to customs statistics,China’s total aquatic product export trade in 2020 was $10.78 billion,although down 8%from 2019,but the export volume still ranked first in the world.Affected by the trade friction between China and the United States and the new crown epidemic,China’s aquatic product exports began to show a downward trend from 2018,resulting in China’s aquatic industry and related practitioners were also affected.Through the "China Fisheries Statistical Report" in recent years,China’s exports in ASEAN’s aquatic product market,however,have increased rather than decreased,accounting for 14%of China’s total aquatic product exports in 2018 to 19%in 2020,bringing new markets and opportunities for China’s aquatic product exports.Since the construction of the ASEAN Free Trade Area,China’s international trade with ASEAN countries has become increasingly frequent,especially in the trade of aquatic products.After the completion of the China-ASEAN Free Trade Area in 2010,the value of its aquatic products trade grew even more rapidly,with an average annual growth of 18.1%.However,China’s aquatic product exports to ASEAN are still unbalanced and inadequate development.2020 China’s aquatic product export trade with Thailand,the Philippines,Malaysia and Vietnam accounted for 90%of the total value of aquatic product export trade with ASEAN,which indicates that the ASEAN aquatic product export market is not fully utilized,there is still much room for improvement so as to better play the aquatic product trade potential.Aquatic products inherently have the risk of perishability and corrosion,and have high requirements for international logistics transportation.In order to further study the impact of logistics level on aquatic products export trade and enhance China’s aquatic products export trade to ASEAN countries,this paper takes the logistics performance of China and ASEAN countries as the research object and adopts the LPI index published by the World Bank every two years as the measurement standard to analyze the impact of international logistics performance and its sub-indicators on aquatic products export trade between China and ASEAN.This paper first analyzes the impact mechanism of logistics performance and sub-indicators on aquatic products trade based on trade cost theory,information asymmetry theory and logistics industry division of labor theory.Then,the current situation of China’s aquatic products trade with ASEAN countries and the current situation of logistics development between China and ASEAN countries are sorted out and correlation analysis is done.Finally,this paper collects data from 2007 to 2019 and uses an extended trade gravity model to further quantify and analyze the impact of China’s logistics performance with ASEAN countries on fish exports.The results show that the logistics performance of both China and ASEAN has a significant contribution to aquatic products exports.For every 1%increase in China’s logistics performance,fish exports will increase by 3.176%;for every 1%increase in the logistics performance of ASEAN countries,China’s fish exports to them will increase by 1.793%.Through quantitative analysis,it is found that the promotion effect of each sub-indicator of international logistics performance of China and ASEAN countries on fish exports is also different.The ranking of the impact coefficients of China’s logistics performance sub-indicators on aquatic products exports are logistics infrastructure quality(3.123***),logistics service quality(2.335**),cargo tracking capability(2.234**),international transportation convenience(1.233**),and cargo transportation timeliness(0.689**);the ranking of the impact coefficients of ASEAN logistics performance sub-indicators on aquatic products export are Logistics infrastructure quality(1.378***),customs clearance efficiency(1.125***),cargo tracking capability(0.848**),international transportation convenience(0.579**),cargo transportation timeliness(0.517**).The study of sub-indicators can analyze which parts in the whole chain of China-ASEAN logistics industry have the greatest impact on China’s aquatic product exports,so as to improve the logistics level in a more targeted manner.From the empirical results,the quality of logistics infrastructure is the most influential sub-indicator of logistics performance of both countries on aquatic product exports,and is an important breakthrough to enhance China’s aquatic product exports to ASEAN.According to the theory of logistics industry division of labor,logistics infrastructure runs through the logistics and transportation chain,so it is necessary not only to increase the scale of logistics nodes between China and ASEAN countries,but also to standardize the auxiliary equipment and transportation processes commonly used in logistics.With the digital development of international trade,the ability of both countries to track goods also plays a vital role in the enhancement of aquatic product exports,China should also take into account the digital construction of logistics information systems while vigorously developing domestic logistics infrastructure,and needs to closely liaise with the ASEAN aquatic product logistics industry to jointly build an efficient and developed logistics information system.This includes the laying of communication hardware,software development and systematic monitoring.In addition,as an aquatic product exporter,China also needs to improve the quality of its logistics services by regulating industry behavior and strengthening government supervision to reduce logistics costs and risks,thereby improving the level of logistics;as an aquatic product importer,the efficiency of customs clearance in ASEAN countries also has a significant impact on China’s aquatic product exports.At present,the level of customs clearance in ASEAN countries is low,the country needs to improve the relevant laws to strengthen customs supervision to improve the efficiency of customs clearance so as to reduce the transport time of aquatic products and reduce losses.In summary,the current overall logistics performance level of China and ASEAN countries still has a lot of room for improvement,and constantly improve the logistics performance level of China and ASEAN countries is not only conducive to China’s aquatic product exports and improve the current situation of declining exports of aquatic products in China;it is also conducive to promoting economic cooperation and trade structure upgrading of China-ASEAN FTA.The innovation of this paper is that firstly,few scholars have studied China’s aquatic products export trade with ASEAN from the perspective of logistics performance,and this paper studies from this entry point.Secondly,this paper does not study the logistics performance factors of importing or exporting countries,but on the basis of the theory of logistics industry division of labor,the logistics performance of China and ASEAN countries as a whole to study its impact on aquatic product exports,and by comparing the differences and common points of the substantive impact of logistics performance sub-indicators between China and ASEAN,we put forward relevant suggestions to jointly improve international logistics performance.
