The rapid development of urbanization makes it imperative to solve the housing problem of new citizens and young people.However,for a long time,due to the housing consumption concept of "heavy purchase and light rent",the housing rental market has developed slowly.On the other hand,the growing number of floating population and the increasing demand in the housing rental market have made rental prices continue to rise,which cannot meet the needs of the people.public demand.The commodity transaction attributes and quasi-public service attributes of housing rental services determine that it is reasonable for the government to appropriately intervene in its prices.In December 2020,the Central Economic Work Conference pointed out that it is necessary to solve the outstanding problems of housing in large cities,"to reduce the burden of rental housing taxes and fees,rectify the order of the rental market,standardize market behavior,and reasonably control the rent level".Analyzing the decision mechanism behind the formation of housing rent is an important prerequisite for the implementation of rent level control,which is beneficial for the government to guide the market to price reasonably and build a housing rental market mechanism through the rent transmission mechanism.Exploring the spatial differentiation characteristics and determinants of urban housing rents is an important basis for establishing a stable rent mechanism,and is also an important aspect to further improve the rental market and effectively solve the housing problems of new citizens.This study takes the main urban area of Zhengzhou City,Henan Province as the research object,and constructs the housing rent regulation mechanism.First,on the basis of expounding the development history and supply and demand situation of the housing rental market,the time series analysis method and local spatial correlation analysis are used to analyze the time and space.This paper analyzes the evolution characteristics of the temporal and spatial pattern of housing rents in cities,and then based on the hedonic price model,conducts a systematic qualitative analysis of the relationship between urban housing rents and their determinants,and builds a corresponding index system to lay a theoretical foundation.The determinants are analyzed from the global and local scales,and the multi-scale geographic weighted regression model is used to analyze the spatial distribution of the local regression coefficients of each influencing factor,revealing the multi-scale spatial heterogeneity relationship between housing rent and its determinants.Finally,draw lessons from domestic and foreign experience,build a rent control mechanism with dynamic mechanism,operation mechanism and security mechanism as the main content,and put forward targeted policy measures.The research finds:(1)The housing rent in the main urban area of Zhengzhou presents a multi-center trend of decreasing,and the housing rent in the eastern region is higher than that in the western region,and the overall trend from the eastern part of the city to the western part is high-high,low-high,and no significant characteristics.And the spatial agglomeration law of alternating distribution of high-low and low-low types.(2)The MGWR model breaks through the traditional assumptions of global stationarity and spatial scale consistency,and is significantly better than other traditional models,and can more effectively describe the mechanism of the determinants of rent prices.(3)The action scale of the distance to the nearest industrial agglomeration area is small,and there is a high degree of spatial heterogeneity.The greening rate,the central potential and the distance to the nearest park are variables on the global scale,and their effects are relatively stable in space.Other significant variables have certain spatial heterogeneity,and their spatial scales from small to large are house age,floor area ratio,traffic potential,distance to the nearest Grade A office building,and distance to the nearest primary and secondary school.(4)Residential age,traffic potential,distance to the nearest Grade-A office building,central potential,distance to the nearest park,and distance to the nearest industrial agglomeration area all negatively affect housing rents,while the plot ratio,greening rate,and the nearest middle Primary school distance has a positive impact on housing rent.According to the research conclusions,combined with domestic and foreign regulatory experience,a housing regulation system with power mechanism,operation mechanism and security mechanism as the main content is constructed,and finally it is proposed to establish a rental guidance price release system,control housing rent increases,and promote the equalization of basic public services,Optimize the spatial distribution of rents,innovate ways to raise housing resources from multiple sources,stabilize housing rent expectations and other specific policy recommendations...
